Develop solutions on joint ventures and associations in production, processing, product branding, and diversify OCOP products from 3 stars and above.
Improve the efficiency of plantation forests, large timber production processes, and FSC-certified forests, striving to have 40%-50% of the plantation forest area with FSC certification. Increase resources to support the development of new cooperative models, striving to have 100% of agricultural cooperatives linked with enterprises in the value chain by 2030, applying high technology in production, processing, and consumption of products.

Complete the infrastructure of Cam Hieu 1 and Cam Tuyen 1 Industrial Clusters, call for investment in infrastructure of Cam Hieu 2 and Cam Tuyen 2 Industrial Clusters to attract businesses to invest in effective projects. Promote the development of industry and services associated with National Highway 1, National Highway 9, and the North-South Expressway. Complete the land use planning of commercial, service, and tourism areas at Da Mai Lake, the north bank of Hieu River, Ho Chi Minh Road, and the Trans-Asia Highway along Bau Cuc.
