The Ministry of Public Security's Investigation Police Agency has just completed the investigation conclusion of the case of bidding violations and bribery that occurred at the Department of Education and Training of Quang Ninh province and a number of related units.
In addition to the bidding violation that caused a loss of more than VND80 billion, the investigation agency also determined that the defendant Hoang Thi Thuy Nga, Chairwoman of NSJ Company, spent more than VND30 billion to thank three former officials of the Quang Ninh Department of Education and Training, including Vu Lien Oanh, former Director; Ngo Vui, former Head of the Planning and Finance Department; and Ha Huy Long, former Deputy Head of the Planning and Finance Department.

It is worth mentioning that the giving and receiving of money was clarified in the first investigation conclusion in February 2023. However, at that time, the 4 defendants were only proposed to be prosecuted for violating bidding regulations causing serious consequences.
In April 2023, the Supreme People's Procuracy issued a decision to return the case file, requesting additional investigation into 3 contents, including consolidating the case file and considering prosecuting this group for the crime of giving and receiving bribes. Two months later, the Ministry of Public Security's Investigation Police Agency issued a decision to initiate additional prosecution; to date, it has proposed to prosecute 4 defendants with additional new charges: Ms. Nga for bribery, Ms. Oanh, Mr. Vui and Mr. Long for bribery.
The receiver said yes, the giver said no.
According to the conclusion, from 2016 to 2019, defendant Hoang Thi Thuy Nga repeatedly gave bribes to defendant Vu Lien Oanh of 14 billion VND, defendant Ngo Vui of 14.8 billion VND, and defendant Ha Huy Long of 1.855 billion VND. The money giving usually took place at the end of the year, when the bid packages had been successfully acquired by NSJ Company.
Statistics show that bribery mostly took place in the offices of formereducation officials in Quang Ninh province. The violations lasted for many years, from when they were in office until after they retired, typically the case of former Department Director Vu Lien Oanh.
There is a strange thing in this case, shown throughout from the first investigation conclusion to the newly issued supplementary investigation conclusion. That is the contradiction in the statements between the group of defendants receiving money and the defendant giving money.
The three defendants Oanh, Vui and Long all admitted to receiving money from defendant Nga. Of which, Ms. Oanh received 4 times, totaling 14 billion VND; Mr. Vui received 5 times, totaling 14.8 billion VND; Mr. Long received 5 times, totaling 1.855 billion VND. Up to now, the two defendants Vui and Long have returned all the illegally profited money, defendant Oanh also wishes to return it but her family has not done so yet.

Normally, in bribery cases, if there is a refusal to admit the act, it mostly happens to the person accused of receiving the money. But the case at the Department of Education and Training of Quang Ninh province is the opposite. While the group of former officials all admitted their guilt, the person accused of giving the bribe, defendant Hoang Thi Thuy Nga, steadfastly denied it.
From the initial investigation conclusion to the supplementary investigation conclusion, the Chairman of NSJ Company maintained his statement that he did not give money to the three defendants Oanh, Vui and Long. The two sides also did not have any exchange, discussion or agreement about giving money.

Because the defendant Hoang Thi Thuy Nga did not admit to the act, the Investigation Police Agency based on the confessions of those who were accused of receiving bribes, including Vu Lien Oanh, Ngo Vui and Ha Huy Long. Along with that were the statements of related people such as the driver and secretary of the defendant Nga, employees of NSJ Company, the daughter of the defendant Vui...
In particular, the investigation agency also verified and collected documents at the Anti-Money Laundering Department under the State Bank Inspection and Supervision Agency. The results of checking data from NSJ Company's account showed that before the Lunar New Year from 2016 to 2020, many large sums of money were withdrawn by company employees, consistent with the time when the defendant Nga met and paid money to former officials of the Department of Education and Training of Quang Ninh province.

In addition, the investigation agency also seized records of incoming and outgoing phone calls to the defendants' phone numbers. The results of checking mobile subscriber data showed that Ms. Nga was present in Ha Long City (Quang Ninh) many times and had contact with defendants Oanh, Vui, and Long; consistent with the time the two sides met and gave money to each other.
Another basis mentioned is that when confronted, all 4 defendants maintained their original statements. The 3 defendants Oanh, Vui and Long also drew a diagram to determine the location of the money, the location of the money bags, the location of defendant Nga when she brought the money to thank them... This process was witnessed by lawyers and prosecutors.
Therefore, although she did not admit guilt, Ms. Nga was still proposed to be prosecuted for bribery. The Chairman of NSJ Company and former Director of the Department of Education and Training of Quang Ninh Province, Vu Lien Oanh, were identified as the masterminds and leaders. Ms. Nga "has not yet repented, so it is necessary to consider strict handling to ensure deterrence and general prevention".

In addition to the case that occurred in Quang Ninh, NSJ Company Chairwoman Hoang Thi Thuy Nga is also being prosecuted in three other cases, all for violating bidding regulations causing serious consequences.
In Dong Nai, Ms. Nga was sentenced to 12 years in prison, accused of committing violations along with Ms. Nguyen Thi Thanh Nhan, former Chairwoman of Tien Bo Quoc Te Joint Stock Company, causing losses of more than 148 billion VND in the Dong Nai General Hospital construction project.
In Can Tho City, Ms. Nga was sentenced to 8 years in prison for "colluding" with the leaders of the Can Tho Department of Health, causing losses of about 33 billion VND in 4 bidding packages for purchasing equipment for hospitals in the area.
In Tay Ninh, Ms. Nga was accused of violating regulations on ensuring fairness and transparency in bidding activities, causing serious consequences. Nine defendants were prosecuted, including Ms. Nga and former Director of Tay Ninh Department of Health Hoa Cong Hau.
