Linking emulation with political tasks and taking work efficiency as a measure, in recent times, the "Emulation to Win" movement at the Coast Guard Region 3 Command has been continuously promoted in a comprehensive, substantive, focused and key direction.
Adding confidence and motivation to fishermen
From practical requirements in mass mobilization work and protecting sea and island sovereignty , many effective models and creative ways of doing things at the Coast Guard Region 3 Command have been born, spreading widely in the community.
A familiar image is the times when Coast Guard officers and soldiers come to fishing ports and seaports to visit and encourage fishermen in the program "Coast Guard accompanies fishermen". In Phuoc Thang ward, Ho Chi Minh City, in the heat of summer, the bustling port and the atmosphere here became more bustling when the working group led by Colonel Le Van Tu, Political Commissar of Coast Guard Region 3, came to encourage and present national flags and many essential gifts to fishermen.
This concern has added confidence and motivation for fishermen to confidently go out to sea and stick to the sea. "We hope that fishermen will always go to sea safely, strictly comply with regulations on combating illegal fishing (IUU) and accompany the Coast Guard in the cause of protecting the sovereignty and security of the Fatherland's seas" - Colonel Le Van Tu expressed.

The program "Coast Guards accompany fishermen" is one of the highlights of the "Emulation to Win" movement that has been widely replicated throughout the Coast Guard force. With flexibility in implementation according to the characteristics of each locality, the program has contributed to creating a strong bridge between the army and the people. Fisherman Nguyen Thai Thoi (residing in Long Hai commune, Ho Chi Minh City) said: "We appreciate the affection of Coast Guard officers and soldiers. They are dedicated to promoting and propagating the law, especially regulations on combating IUU fishing, thanks to which we understand our responsibilities better."
At the same time, many other practical activities have also been widely deployed by the Command of Coast Guard Region 3, such as the movements "Army joins hands to build new countryside", "All people unite to build cultural life in residential areas", the contest "I love my homeland's sea and islands"... These movements have been spreading widely in the community, bringing great social value, contributing to strengthening the solidarity between the army and the people.
Create a positive effect
Following the spirit of the superiors' direction and the teachings of President Ho Chi Minh : "Emulation is patriotism, patriotism requires emulation", the emulation and reward work and the "Emulation to win" movement at the Command of Coast Guard Region 3 have been implemented substantially and synchronously. Units in the entire Coast Guard Region 3 have concretized the policies, leadership and direction of the superiors with detailed action plans; taking internal solidarity, discipline, order and building a politically and ideologically strong agency and unit as the focus with the motto "strong from within - stable from the root".
The construction and replication of advanced models has also been identified by the Command of Coast Guard Region 3 as a key step, creating momentum for the emulation movement. Agencies and units have proactively discovered, trained and summarized typical collectives and individuals, thereby replicating good practices and effective initiatives. This is a practical solution to arouse the sense of responsibility, the will to strive and promote the capacity of each officer and soldier.
Many innovative models have been applied in practice and shown clear effectiveness, creating positive spillovers throughout the region. Typical examples include the movement "Good training, strict discipline, mastery of weapons, technical equipment, absolute safety" or the breakthrough "Basic, mastery, expertise in exploiting and using technical equipment"... These activities contribute to improving the training level, combat readiness and ability to handle real situations at sea of the troops, especially in modern combat conditions.
Colonel Le Van Tu concluded that through periodic review and evaluation, the Party Committees and commanders of the units promptly identified difficulties and limitations, promoted strengths, and created clear changes in thinking, awareness and action throughout the region. Many collectives were recognized with the title "Victory Unit"; many exemplary individuals were commended and rewarded, becoming the nucleus of spreading the movement throughout the force.
According to Colonel Le Van Tu, the "Emulation to Win" movement has become a spiritual motivation for officers and soldiers to excellently complete their tasks - from patrolling, inspecting, controlling to enforcing the law at sea, contributing significantly to maintaining sovereignty, security, order at sea and accompanying fishermen to safely stay at sea.
Promoting the achievements, in the coming time, the Party Committee and the Command of Coast Guard Region 3 determined to continue to innovate the content and methods of emulation, strengthen emulation towards the grassroots; closely link the emulation movement with the implementation of resolutions and directives of the Party and the Central Military Commission. At the same time, take the results of the emulation movement as an important criterion to evaluate the quality of organizations and cadres; promote the work of commendation, multiplying typical examples, spreading good values from the grassroots to the entire force.
