Reaching the milestone of VND 9,168 billion, the Ha Tinh Provincial Tax Department has exceeded the assigned budget estimate for 2023. The budget revenue of the following year is higher than the previous year, which is the motivation for the whole industry to continue to strive to implement tasks in the new year 2024.
Synchronous and drastic solutions
Starting the 2023 budget collection season, the Ha Tinh Provincial Tax Department assessed that this is an extremely difficult year, unprecedented with high inflation pressure, broken production material chains, and many enterprises closing down... Facing numerous difficulties and challenges, the Provincial Party Committee has issued many documents directing socio-economic development; the Provincial People's Committee issued directives and established 3 inspection teams to strengthen management of domestic budget collection.

Mr. Nguyen Ngoc Du - Head of the Department of Professional Affairs, Budgeting and Legal Affairs (Provincial Tax Department) said: "In the context of many difficulties, the whole industry always upholds the spirit of solidarity, joint efforts and consensus in implementing tasks. With the goal of "collecting correctly, fully and promptly taxes, fees, charges and other revenues to the State budget", the tax industry has promoted administrative procedure reform, creating favorable conditions for revenues; reviewing and evaluating each item and tax revenues, identifying shortfalls compared to estimates to proactively exploit sources and effectively prevent revenue loss".

It is estimated that in 2023, the whole province will have more than 3,300 businesses and taxpayers accessing and enjoying the Government 's policy packages. This is a "tonic" to help businesses recover their health, create a "push" to overcome difficulties, and create momentum for production and business development to increase local budget revenue.
Mr. Nguyen Xuan Thuong - Head of the Taxpayer Support and Propaganda Department (Provincial Tax Department) shared: "2023 is the year the tax sector implements the most electronic taxpayer support. The whole sector has a rate of electronic tax declarations reaching 99.02%; 100% of VAT refund requests are received and VAT refund results are returned electronically; the rate of money paid to the State budget via electronic form reaches 99%. The whole province currently has 6,550 units, enterprises, and business households using electronic invoices, reaching a rate of 100%".
Promoting administrative procedures and facilitating taxpayers is one of the key tasks that the Ha Tinh Provincial Tax Department focuses on implementing.
To step up the fight against budget losses, during the year, the Provincial Tax Department inspected more than 6,000 records at tax agencies; inspect and examine 720 enterprises' headquarters; thereby collecting, imposing penalties, and reducing losses of more than VND 219 billion. The tax sector also publicly disclosed tax debts more than 4,800 times on the media and on the industry's website; issued 179,396 debt notices to enterprises. Thereby, the Ha Tinh Provincial Tax Department recovered more than VND 2,500 billion in tax debts; reducing the amount of tax debt calculated on recoverable debts as of December 31, 2023 by about 8% of the total budget revenue in 2023.
Top revenue earners of the country
With many synchronous and drastic solutions, the Ha Tinh tax sector has excellently completed its assigned tasks, rising to the top of the country in terms of budget collection results in 2023.

As of December 31, 2023, the Provincial Tax Department collected VND 9,168 billion in budget revenue, of which land revenue reached VND 2,295 billion and tax and fee revenue reached VND 6,873 billion. This is the year Ha Tinh collected the highest tax and fee revenue ever, thereby contributing to balancing the local annual budget revenue and expenditure. With this result, the Provincial Tax Department has completed 140.6% of the estimate assigned by the Ministry of Finance (VND 6,519 billion), 114.6% of the estimate assigned by the Provincial People's Council (VND 8,000 billion) and increased by 4.5% over the same period in 2022. In the context that more than 50% of localities nationally did not complete the budget revenue target assigned by the Ministry of Finance in 2023, this is truly an impressive result.
Of which, 12/15 tax revenues exceeded the estimates assigned by the Provincial People's Council. Notable ones include: revenue from foreign-invested enterprises; revenue from the non-state economic sector; non-agricultural land use tax; revenue from lottery activities; revenue from granting mineral exploitation rights; other budget revenues; revenue from public property and public land in communes...
Mr. Truong Quang Long - Director of the Provincial Tax Department emphasized: "Welcoming the new spring in the joy of victory, all cadres, civil servants, public employees and employees of the tax sector continue to maintain their determination for new tasks and new goals of 2024. Immediately after the conference to summarize tax work in 2023, the unit launched an emulation movement to strive to exceed the State budget revenue estimate of VND 8,100 billion in 2024 assigned by the Provincial People's Council".
VinES Battery Factory is expected to make a large budget contribution in 2024
In 2024, the tax sector expects that the difficulties will pass, and the activities of Ha Tinh enterprises will restore growth momentum, contributing to sustainable revenue for the locality. In particular, Unit 1 of Vung Ang 1 Thermal Power Plant will operate stably, VinES Battery Factory will come into operation, Vung Ang 2 Thermal Power Plant will accelerate construction, the North-South Expressway project will ensure progress... which are expected to be a "boost" to increase budget revenue in 2024.
In addition, many projects in the province have attracted investment such as: Bac Thach Ha Industrial Park Infrastructure Construction and Business Project (Phase 1) - VSIP; Vinhomes Vung Ang Industrial Park; Central Park and Lam Hong Garden Park City Urban Area (Ha Tinh City); Thinh Loc International Golf Course and Resort Complex (Loc Ha)... are bringing many positive signals in the province's budget collection.
With high political determination and confidence, Ha Tinh Provincial Tax Department continues to extend its record of "the following year's revenue is always higher than the previous year", bringing the province's budget revenue to new milestones, creating resources for investment and development.
