Hanoi requests not to interrupt disbursement of public investment capital

The Hanoi People's Committee has just issued Document No. 4179/UBND-KT on implementing key tasks of managing and disbursing public investment capital in the context of implementing the two-level local government model.

Accordingly, the Chairmen of the People's Committees of communes and wards and investors carry out their tasks with the spirit of "6 clear": clear people, clear work, clear responsibilities, clear time, clear process, clear efficiency; thoroughly implementing the motto: "Only discuss doing, not backtracking". All difficulties and problems must be resolved decisively, without pushing or avoiding.

The Department of Finance shall preside over and coordinate with relevant units to urgently review, develop and submit to the City People's Committee a Plan to operate and promote disbursement of public investment capital (replacing Plan No. 57/KH-UBND dated February 25, 2025) before July 30, 2025.

In particular, fully update the total source and detailed capital plan for 2025 assigned to each unit; clearly define the targets and progress of monthly and quarterly disbursement for each investor and each project; specifically assign tasks to completely handle problems in projects (including headquarters projects and projects affected by organizational restructuring), with a roadmap for completion.

Agencies, organizations, and individuals (old units) focus on coordinating with the People's Committees of communes and wards (new), specialized construction investment project management boards of the city, to completely complete the handover, receive complete and intact records and documents of the projects, no later than July 2025.

Relevant departments and branches, according to their functions and tasks, proactively coordinate, guide, remove and promptly resolve administrative procedures for investors and People's Committees of communes and wards, ensuring that the implementation and disbursement of capital plans of projects are not interrupted.

Regarding site clearance, the Department of Agriculture and Environment is the focal agency, taking the lead in urging, guiding, synthesizing and reporting to the City People's Committee on progress and difficulties and obstacles in site clearance throughout the city.

The People's Committees of communes and wards focus on implementing the tasks and projects they have received; proactively review, classify the list and propose solutions (suspension, extension, postponement, and cessation of implementation) for projects that are not really urgent and do not ensure balanced resources according to the content resolved and directed by the City People's Council at the June 2025 meeting; complete and send the report to the Department of Finance for synthesis before August 15, 2025.

Departments, branches and sectors urgently review regulations and procedures in the management field in the city, propose amendments, supplements or new issuance to ensure consistency and unity with regulations of specialized laws, Government decrees, circulars of ministries and branches related to decentralization, delegation of power, and assignment of authority according to the two-level local government model...

As of June 30, 2025, the entire city had only disbursed VND 29,719.8 billion (equivalent to about 34.1% of the plan assigned by the Prime Minister, 29.04% of the plan assigned by the city). The pressure to disburse in the last 6 months of the year is very large, especially in the context of both rearranging administrative units and reorganizing the apparatus according to the two-level local government model.

At the same time, it is required to complete the target of disbursing 100% of the capital plan in 2025 according to the direction of the Prime Minister; ensure continuity and consistency in the management and implementation of programs, tasks, projects, and public investment plans in the area.
