On July 3, Permanent Vice Chairman of Hanoi People's Committee Le Hong Son signed and issued Decision No. 3644/QD-UBND on amending and supplementing Decision No. 3432/QD-UBND dated June 28, 2025 of the Chairman of the City People's Committee on establishing inspection teams and guiding the handover of archival documents at commune-level administrative units. new in Hanoi city

Specifically, the Decision amends and supplements the list in Article 1, Decision No. 3432/QD-UBND; adds the Department of Science and Technology to the inspection team in Article 3. Other contents in Decision No. 3432/QD-UBND dated June 28, 2025 of the Chairman of the City People's Committee remain unchanged.

Decision No. 3432/QD-UBND clearly states that 4 inspection teams will be established to guide the handover of archival documents in 126 communes and wards of Hanoi city (with a list of teams and areas in charge attached).

The mission of the delegation is to inspect and guide the handover of records and documents, especially records of civil status, land, budget, and projects related to finance; at the same time, assess the current status of record management: Classification, packaging, preservation, fire prevention and fighting conditions; detect and recommend handling of professional errors.

The delegations provide specific guidance on measures to overcome shortcomings and limitations; inspect and evaluate the operations of the one-stop department in terms of human resources, equipment and operational organization; record and synthesize recommendations and proposals from agencies and units to report to the City People's Committee for direction and handling.

The inspection team consists of: Representatives of leaders and professional staff of the Department of Home Affairs (Head of the team or Deputy Head of the team, Secretary of the team); Department of Finance; Department of Justice; City Police (Room PA03, Fire Prevention and Rescue Police Department); Office of the City People's Committee; Office of the Hanoi Party Committee; City Public Administration Service Center or branches; City Historical Archives Center under the Department of Home Affairs.

The head of the delegation is responsible for the progress, quality and results of the inspection and guidance at the assigned agencies and units. The delegation secretary is responsible for coordinating with the inspected agencies and units in determining the time, location and content of the inspection; synthesizing and reporting the results to the Department of Home Affairs.

The inspection results will be compiled and sent to the City People's Committee (via the Department of Home Affairs) in July 2025.
