VHO - Working Group No. 10 (Working Group to direct and guide the work of arranging commune-level administrative units in Hanoi) led by Ms. Bach Lien Huong, Director of Hanoi Department of Culture, Sports and Tourism, had a working session with districts of Nam Tu Liem, Ba Vi, and My Duc to grasp the situation of implementing the arrangement of commune-level administrative units in the area.

At the meeting, Secretary of Nam Tu Liem District Party Committee Nguyen Khac Hieu said that the four newly established wards after the administrative unit arrangement of Nam Tu Liem district, namely Tu Liem, Xuan Phuong, Tay Mo, Dai Mo, have been tested to prepare for the operation of the 2-level local government model, ensuring the goal when officially put into operation will serve the people and businesses best, determined not to interrupt work.

The relevant departments and officers of the 4 new wards have operated the reception and processing of administrative procedures; operated the reception and processing of administrative procedures connecting the new wards with city-level agencies; received and processed administrative procedures (household registration, land, construction...) for cases where people have submitted documents in the old district but have not been processed and transferred them to the new administrative unit for further processing.

Mr. Nguyen Duc Tien, Standing Deputy Secretary of the City Youth Union, Chairman of the Vietnam Youth Union of Hanoi city, said that after the rearrangement, Ba Vi district has 8 new communes including Quang Oai, Vat Lai, Co Do, Bat Bat, Suoi Hai, Ba Vi, Yen Bai, Minh Chau. Of which, Minh Chau is the only island commune of Hanoi city in the process of rearranging administrative units this time.

“Despite the common difficulty of having separate infrastructure compared to other units, with the efforts of the staff, the renovation of the new headquarters to arrange working space for nearly 80 staff is being carried out. At the same time, the work of handling administrative procedures for the people is not interrupted,” Mr. Nguyen Duc Tien added.

According to Mr. Nguyen Duc Tien, with the most remote commune in the old Ba Vi district, during the process of registering job wishes, only more than 10 cadres chose the new Ba Vi commune.

The district leaders, who are also key officials of the new commune, also consider arranging staff appropriately to best serve the operation of the apparatus.

Secretary of My Duc District Party Committee Nguyen Anh Dung also pointed out difficulties related to the arrangement of staff and facilities, working equipment in the new commune; the allocation and arrangement of staff and civil servants in the fields of health andeducation are still difficult.

However, the communes still maintain good work of receiving feedback from iHanoi and receiving administrative procedures at the grassroots level, ensuring that people and businesses are not interrupted.

Commune leaders have held key leadership meetings, organized inspections of facilities at headquarters, and directed renovations to ensure working conditions for qualified officials, civil servants, and public employees.

At the meeting, members of Working Group No. 10, including representatives of leaders of departments and branches: Department of Home Affairs, Finance, Health, Construction, Agriculture and Environment, Education, Justice, City Public Administration Service Center, City People's Committee Office... answered and guided the issues raised by leaders of districts at the meeting.

Speaking at the meeting, Ms. Bach Lien Huong, Head of Working Group No. 10, highly appreciated the spirit of concentration and determination of local government units in synchronously implementing tasks so that after July 1, the two-level local government apparatus will operate smoothly and effectively.

“Despite facing many difficulties and challenges, local units have actively prepared documents, materials, facilities, etc. so that the work of reorganizing the apparatus can take place methodically, transparently, on schedule, and according to requirements,” said Ms. Bach Lien Huong.

Receiving 26 recommendations related to 9 groups of issues, Ms. Bach Lien Huong requested the districts of Nam Tu Liem, Ba Vi, My Duc and the new commune-level authorities to immediately review the headquarters of the old commune to make the most of available facilities and equipment, and arrange and organize them appropriately to serve the activities of the new commune from July 1.

At the same time, promptly deploy plans to arrange enough staff in departments to avoid delays and work interruptions, affecting the organization and operation of agencies and units when officially operating under the new organizational model.

Effectively implement the Department of Finance's guidelines on principles for handling state finances and budgets in the process of reorganizing administrative units at all levels, absolutely avoid waste, negativity, corruption, ensure public, transparent and proper use of resources; promote digital transformation, develop information technology infrastructure to serve the apparatus arrangement.

Along with that, the purchase of additional cars, machinery, and equipment for tasks, if included in the centralized procurement list, provinces need to follow the correct procedures and regulations.

Regarding the field of culture and sports, Ms. Bach Lien Huong affirmed to maintain stability in the management of existing cultural institutions.

The city currently manages 6,548 relics, including 22 special national relics and 1,164 national relics.

Localities will have direct management rights with 8 relic management boards located in that area, aiming to create a dynamic area for socio-economic development.

For sports centers, cultural centers, radio and television stations will be merged into one, becoming commune-level public service units, providing basic and essential public services in the new communes and wards.

In addition, districts, towns and new commune-level authorities need to pay attention to directing the implementation of inventory work, handover of records, assets and finances between the old and new units, ensuring compliance with regulations, avoiding loss of records, documents, assets, etc.; handover work on organizational structure, payroll, and local government.

At the same time, localities need to ensure social security, human rights and civil rights; build local governments close to the people, promote people's mastery, serve the people, and be subject to people's inspection and supervision.

In the coming time, Working Group No. 10 will continue to work with each commune to inspect, continue to guide, and promptly remove difficulties and problems that arise.
