Hanoi established 11 emulation clusters of 126 new communes and wards.

Chairman of Hanoi People's Committee Tran Sy Thanh signed and issued Decision No. 3149/QD-UBND (June 24, 2025) on the establishment of emulation clusters and blocks under Hanoi city.

The decision clearly states the establishment of 11 clusters and 14 emulation blocks under the city, specifically:

Establish 11 emulation clusters, including: 126 communes and wards.

Established 14 emulation blocs, including: 105 units (Party committees and Office of the City Party Committee; Vietnam Fatherland Front Committee of Hanoi city; departments, branches, sectors, and units of the city).

This Decision takes effect from July 1, 2025, replacing Decision No. 1615/QD-UBND dated March 26, 2024 of the Chairman of the City People's Committee on the establishment of emulation clusters and blocks under Hanoi city.
