The drill was organized by the Hanoi Department of Irrigation and Disaster Prevention and Control (Hanoi Department of Agriculture and Environment) in coordination with the People's Committee of Vat Lai commune, with the participation of nearly 200 people. This activity is part of the Project to implement Directive No. 42-CT/TU dated March 24, 2020 of the Central Party Secretariat.
Hypothetical scenario: Heavy rain for many days, floods from upstream, hydroelectric reservoirs simultaneously open floodgates, water level of the Red River rises above alert level III. Level I dike in the Red River, Vat Lai commune section, is at very high risk of an incident.
Immediately upon receiving the urgent telegram, the Standing Committee of the Vat Lai Commune Party Committee held an urgent meeting and agreed on the policy of mobilizing forces, means, and materials according to the "4 on-site" motto, resolutely protecting the safety of the dike, people's lives and property.

The Civil Defense Command of Vat Lai commune assigned specific tasks, at the same time widely informed and warned on the grassroots radio system, and instructed people on prevention and response skills.
On the Hong right embankment, section Km19+000 - Km19+300, forces organized patrols and guards, promptly detected and handled 4 typical situations:

Risk of water overflowing the dike (Km19+050): 80 militiamen divided into 3 groups, shoveled soil and sand into sacks, transported and stacked the sacks in a staggered, tight manner. The rows of sacks were stacked three layers high, stretching along the vulnerable dike section, preventing flood water from overflowing.
Landslide on the dike slope on the field side (Km19+100 - Km19+120): 80 people worked together to construct, install bamboo stakes, bamboo fences and build anti-slip foundations. Soil and sand bags were placed to reinforce the base of the dike slope, ensuring structural stability.

Dike slope seepage (Km19+150 - Km19+180): Militia groups dug a Y-shaped trench, drained the water, spread filter materials (sand, crushed stone, boulders) at the bottom of the trench, and placed a water channel to drain the water out. The seepage flowed out without carrying away the soil and sand in the dike body.

Extrusion and aeration circuit (Km19+200 - Km19+220): The militia used steel drums placed right in the center of the aeration circuit, constructed a reverse filter well with layers of sand, gravel, crushed stone, combined with a water drainage trough. After treatment, the water gradually became clear, and the dike foundation was stable.

Through the steps of operation, the on-site force demonstrated initiative, technical proficiency, and smooth coordination, meeting the requirement of "handling incidents from the first hour".
Speaking at the rehearsal summary, Deputy Head of the Hanoi Department of Irrigation and Disaster Prevention and Control Tran Thanh Man assessed: The rehearsal was built close to reality, operated quickly, correctly, and effectively promoted the motto "4 on-site". This is an important opportunity to test the plan, evaluate the capacity of implementation at the grassroots level, and at the same time raise public awareness in the context of increasingly extreme weather.

Vice Chairman of Vat Lai Commune People's Committee Phung Huu Loc affirmed: "The forces participating in the exercise carried out the exercise seriously, according to the plan, and coordinated effectively. This is an opportunity to practice skills, strengthen the spirit of initiative, and be ready to respond when natural disasters occur in reality."
The drill in Vat Lai commune is not only a "general rehearsal of dike protection techniques", but also spreads the spirit of vigilance and responsibility in the community, contributing to building a solid disaster prevention and control posture right from the grassroots.
