Eliminate the positions of commander and political commissar of the provincial border guard command

On the morning of June 5, the National Assembly Standing Committee gave opinions on the draft law amending and supplementing 11 laws in the field of national defense and security.

The 11 amended laws include: Law on National Defense; Law on Officers of the Vietnam People's Army; Law on Professional Soldiers, Workers and National Defense Officials; Law on Military Service; Law on Vietnam Border Guard; Law on People's Air Defense; Law on Reserve Forces; Law on Civil Defense; Law on Management and Protection of National Defense Works and Military Zones; Law on Militia and Self-Defense Forces; Law on National Defense and Security Education.

Presenting the draft law, Lieutenant General Thai Dai Ngoc, Deputy Chief of the General Staff of the Vietnam People's Army, said that the amendments to the laws aim to reorganize the apparatus and administrative units at all levels; abolish the district level, and build a two-level local government (province - commune).

According to Mr. Ngoc, at the meeting on May 3, the Politburo agreed to approve Project 839 of the Central Military Commission on continuing to reorganize local military organizations.

Accordingly, district-level military commands will be dissolved and regional defense commands will be established under provincial military commands. At the same time, provincial border guard commands will be dissolved and border guard commands will be established under provincial military commands.

Regarding specific content, Mr. Ngoc said that in the National Defense Law, the draft law adds regulations on regional areas and builds commune levels as a foundation for local protection.

In the Law on Officers of the Vietnam People's Army, the draft law removes a number of positions of commander and political commissar of provincial border guard commands; deputy commander and deputy political commissar of provincial border guard commands; commander and political commissar of district-level military commands; deputy commander and deputy political commissar of district-level military commands, to ensure compliance with Project 839.

Commune level will conduct health check-ups and call citizens to perform military service.

In the Law on Military Service, the draft law transfers the authority of the district level to the provincial level with the tasks of establishing a military service health examination council; deciding on the list of citizens called for military service, performing the obligation to join the people's police, the list of temporary deferment and exemption from military service; recognizing citizens who have completed their military service in peacetime; organizing the handover of troops to units (the handover ceremony is held at the Regional Defense Command).

Transferring district-level authority to commune-level for a number of tasks related to health examination of non-commissioned officers and reserve soldiers; issuing orders to call up each citizen; initial registration for military service, preliminary selection and medical examination for military service, calling for military service and performing the obligation to join the people's police.

Transfer the authority of the district-level military command to the regional defense command to decide on: removing from the military service registration list, releasing reserve non-commissioned officers and soldiers, and taking primary responsibility for organizing the military handover ceremony, receiving and handing over non-commissioned officers and soldiers who have completed their active duty.

With the Vietnam Border Law, the draft law adds the construction of border defense areas. It stipulates that the border guard command decides to restrict or temporarily suspend activities in the border areas under its management.

At the same time, the commander of the provincial military command requested the chairman of the provincial People's Committee to decide to limit or temporarily suspend border crossings.
