The Vietnamese pepper industry produces about 200,000 tons/year, of which 95% (190,000 tons) are exported. Only 2.5% (5,000 tons) of domestic consumption is subject to VAT, the rest is exempt from tax and businesses are refunded.
Although export turnover reached 1.3 billion USD (equivalent to 65 million USD with 5% VAT), in reality, only 1.625 million USD was collected domestically, and more than 63 million USD had to be returned to businesses.
The situation is similar for other spices. In 2024, more than 400,000 tons of spices were exported, but only 10,000 tons were consumed domestically, contributing about VND55 billion in VAT. Meanwhile, the amount of tax to be refunded was up to VND2,135 billion.
VPSA warns that the current tax refund mechanism creates loopholes for fraud, causing damage to legitimate businesses and affecting tax transparency. Many businesses are concerned that this problem will continue when the new VAT Law takes effect from July 1, 2025.
For sustainable development, VPSA recommends:
Apply 0% VAT to input materials used for export.
Eliminate the export tax refund mechanism because it is costly and affects business capital flow.
Consider a 0.5% export tax so that the State can collect taxes immediately, helping businesses proactively manage capital.
Maintain 5% VAT on domestically consumed raw materials.
Proposal to postpone the application of the new VAT Law after July 1, 2025.
The profit margin for pepper exports is only 1-3%, while competition from Indonesia, India, and Brazil is increasingly fierce. If the complicated tax refund mechanism continues, the pepper industry will find it difficult to develop sustainably.
