According to the report sent by the Gia Lai Provincial People's Committee to the Ministry of Finance on June 25, the Central Government has supported Binh Dinh Province (old) with 48.5 billion VND and Gia Lai Province (old) with 170.5 billion VND to reorganize administrative units at the provincial and communal levels. The total support budget for the two provinces is 219 billion VND.
However, when the new government model came into operation, the province incurred many expenses such as: supporting cadres, civil servants, public employees, and workers affected by the arrangement; at the same time, investing in facilities and working equipment for the commune level, buying cars for work...

To date, the province has spent VND249 billion to support cadres, civil servants, public employees and workers; VND263.3 billion for communes and wards to purchase equipment, repair, upgrade and build new headquarters; VND129.3 billion for planning work in 2025.
In addition, the province has spent VND18.75 billion to buy cars for 17 communes and wards that have not been allocated cars for work. It is expected that in 2026, the province will buy 134 cars for communes and wards (except Nhon Chau island commune which has no need) with a total cost of VND214.4 billion. The total cost of buying cars for communes and wards is VND233.15 billion, to ensure the norm of 2 cars/commune, ward according to regulations.
Up to now, the total funding requirement for the operation of the two-level government model in Gia Lai is 875 billion VND; of which, the Central Government has supported 219 billion VND. Due to the inability to balance the budget and limited revenue, the province has proposed that the Ministry of Finance support the locality with 650 billion VND to promptly carry out the above tasks.
Along with that, as of July 30, the Provincial People's Committee has approved 552 billion VND to implement the policy of early retirement and immediate resignation for 477 people. It is expected that in 2025, the whole province will have 1,969 people retiring with a total cost of 2,354 billion VND; of which, the central budget needs to support 959 billion VND.
Thus, the total budget that Gia Lai Provincial People's Committee proposed the Ministry of Finance to consider and provide additional support is more than 1,609 billion VND to ensure the implementation of spending tasks when operating the ministry and the 2-level government.
