Attending the ceremony were General Luong Tam Quang, Politburo member, Minister of Public Security ; Senior Lieutenant General Nguyen Duy Ngoc, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Inspection Commission, former Deputy Minister of Public Security; Senior Lieutenant General To An Xo, Assistant to the General Secretary, in charge of the General Secretary's Office; Deputy Ministers of Public Security; representatives of leaders of functional units under the Ministry of Public Security.
On the Lao side, there was General Vilay Lakhamphong, Politburo member, Secretary of the Party Central Committee, Deputy Prime Minister, and Minister of Public Security of Laos. On the Cuban side, there was Senior Lieutenant General Lázaro Alberto Álvarez Casas, Politburo member of the Communist Party of Cuba, and Minister of the Interior of Cuba.
According to the Ministry of Public Security's Electronic Information Portal, after 80 years of construction and development, under the leadership of the Communist Party of Vietnam , the support of the people and the direction of the Ministry's leaders through the periods, the Vietnam People's Public Security (CAND) force has excellently completed its assigned tasks, while constantly expanding diplomatic relations and cooperation with the Security, Police and Interior forces of countries around the world, including the Lao Ministry of Public Security and the Cuban Ministry of Interior.

At the ceremony, on behalf of the leaders of the Party and State of the Lao PDR, Deputy Prime Minister and Minister Vilay Lakhamphong awarded the First Class Freedom Medal to the Ministry of Public Security of Vietnam and Minister Luong Tam Quang; and the Second Class Freedom Medal to Chairman of the Central Inspection Commission Nguyen Duy Ngoc and members of the Party Central Committee and Deputy Ministers of Public Security: Senior Lieutenant General Tran Quoc To and Senior Lieutenant General Le Quoc Hung.
Deputy Prime Minister and Minister Vilay Lakhamphong also awarded the Third Class Freedom Medal to Deputy Ministers of Public Security: Senior Lieutenant General Le Van Tuyen, Senior Lieutenant General Nguyen Van Long, Senior Lieutenant General Pham The Tung, Senior Lieutenant General Nguyen Ngoc Lam, Lieutenant General Dang Hong Duc; and the First Class Labor Medal to Senior Lieutenant General To An Xo, Assistant to the General Secretary, in charge of the General Secretary's Office.

Minister Lázaro Alberto Álvarez Casas awarded the First Class “June 6” Medal of the Republic of Cuba to Minister Luong Tam Quang; and the First Class “Eliseo Reyes” Medal of the Cuban State to the Deputy Ministers of the Ministry of Public Security.
Speaking at the ceremony, Deputy Prime Minister and Minister Vilay Lakhamphong and Minister Lázaro Alberto Álvarez Casas congratulated the honored groups and individuals, and affirmed that the above awards show the recognition of the contributions of the Vietnam Public Security Forces in the friendly and cooperative relations with the Lao Public Security Forces and the Cuban Interior Forces. The Ministers expressed their hope that in the coming time, the Vietnam Public Security Forces will continue to accompany the Lao Public Security Forces and the Cuban Interior Forces in the cause of national construction and protection, contributing to further strengthening the brotherly relations between Vietnam - Laos - Cuba.
Expressing sincere thanks to the Party, State and people of Laos and Cuba, Minister Luong Tam Quang affirmed that this is a valuable recognition for the Vietnam People's Public Security Forces in maintaining and promoting the tradition of great friendship, special solidarity and comprehensive cooperation between the people of Vietnam and Laos and the tradition of special friendship between Vietnam and Cuba.
The Minister affirmed that the Vietnamese Public Security Forces will strive to be worthy of the noble awards bestowed by the Party, State and people of Laos and Cuba. He hoped to continue receiving cooperation, assistance and support from the Lao Ministry of Public Security and the Cuban Ministry of Interior in the cause of protecting national security and maintaining social order and safety in each country, thereby contributing to maintaining regional and international stability and peace.
