Roads in Gia Nghia are slippery and flooded due to unfinished construction.

The unfinished construction of Le Hong Phong Street connecting to Gia Nghia City bypass (Dak Nong) has created flooding and slippery conditions, posing a potential risk to traffic safety.

After every heavy rain, the section of Le Hong Phong Street connecting to Gia Nghia bypass, belonging to residential group 5, Nghia Phu ward, is flooded. In particular, a section at the beginning of the road is deeply flooded, greatly affecting people's travel, posing a potential risk to traffic safety.

According to Mr. Nguyen Duc Chung, in Nghia Phu ward, flooding has been occurring since early May 2025. At many times, the Le Hong Phong street section through residential group 5 was flooded more than half a meter deep. Vehicles traveling were very dangerous and easily stalled. Pedestrians and cyclists had to wade through dangerously deep flooded sections.

Le Hong Phong Street through Nghia Phu Ward has stopped construction for many months now.

Mr. Chung and the locals were very upset because the construction of the road was unfinished and prolonged. The flooded section had been dug up and was significantly lower than the previous roadbed.

The Le Hong Phong road project connecting Gia Nghia bypass was approved by the Dak Nong Provincial People's Council in May 2021. The project has a total investment of 35 billion VND from the local budget. The implementation period is in the period of 2022 - 2025.

Le Hong Phong roadbed was dug much deeper than the previous roadbed.

The project has a scale of upgrading and renovating about 2.1km of road to meet urban standards. The investment goal of the road is to expand urban development space, develop residential areas, and gradually complete the traffic system in Gia Nghia City. The project is invested by the Project Management and Land Fund Development Board (BQLDA) of Gia Nghia City.

But as of May 2025, the project is still quite unfinished and has been suspended for many months. According to the leader of the People's Committee of Nghia Phu Ward, a section of the new route is often flooded locally. This causes frustration and negatively affects people's lives.

People have difficulty and danger traveling due to unfinished road construction

"To ensure safety and convenience for people's travel, the ward has requested the Project Management Board to direct the contractor to take measures to promptly handle and remedy flooding," said the leader of Nghia Phu Ward People's Committee.

According to Gia Nghia City Project Management Board, the Le Hong Phong road project connecting Gia Nghia bypass passes through Nghia Phu ward and Quang Thanh commune. This is a project that mobilizes people to donate land and assets on land, and the State invests in construction costs.

People have difficulty traveling on the unfinished construction road.

Recently, the Project Management Board has coordinated with 2 communes, wards and related units to mobilize people along both sides of the road to donate land and assets on the land to implement the project.

Of the total 220 households and 1 organization affected with an area of ​​about 23,000m², 195 households voluntarily donated land and assets on the land, equivalent to 17,742.46m², handing over the site to the construction unit. However, there are still 25 households with an area of ​​5,257.04m² who have not agreed, requesting compensation and support, causing difficulties for the project's progress.

A short section on Le Hong Phong Street is unfinished because people have not been able to donate land and assets on the land.

The project has completed about 75% of the contracted volume. About 1.7km of road has been completed with hot asphalt concrete pavement and items such as sump pits, trash screens and precast components. The project currently has more than 300m that cannot be constructed due to site clearance problems.

The leader of Gia Nghia City Project Management Board said: This project is currently suspended and facing the risk of being unfinished because there is no land. Regarding local flooding, the investor has requested the contractor to temporarily fix it by draining water and creating dry conditions for people to travel. The fix cannot be completely implemented due to the continuous rain in the past few days.
