In order for the Lao Cai - Hanoi - Hai Phong railway project to start construction as planned in December 2025, one of the important tasks that needs to be urgently implemented is to complete resettlement areas to relocate people and production facilities within the route corridor.
The house of Mr. Vi Van Son's family in Tan Truc village, Tan Thuong commune, old Van Ban district (now Bao Ha commune) is located in the planning area of Van Ban station of the Lao Cai - Hanoi - Hai Phong railway project. A month ago, the site clearance task force completed the work of counting and counting the family's house, assets and production land.

Mr. Son said: This is a national key project so the family fully supports it, only hoping that the compensation support policy is satisfactory and that resettlement will be arranged in a suitable location with a reasonable area because people are used to living in the countryside, in addition to residential land, they need a certain area for raising livestock and gardening.
Mr. Le Xuan Tien, Head of Tan Truc village, said: According to the boundary markers, the whole village has 20 households affected by the railway project, of which 9 households have to move their houses. The people all agree with the general policy of the State and only wish to move to the resettlement area soon to stabilize their lives.

After the merger, Bao Ha commune must carry out the entire volume of land acquisition and clearance of the two previous districts of Bao Yen and Van Ban, in which, specifically for the resettlement of people, 8 resettlement locations will be deployed in the commune.
Due to the experience in implementing the land acquisition and resettlement of phase 1 of Sa Pa Airport before, the work of statistics, counting and selecting resettlement land funds was proactively carried out by the locality early and received high consensus among the people.
Mr. Tran Trung Kien, Chairman of Bao Ha Commune People's Committee, said: Up to now, 2 resettlement areas have approved projects; 6 areas are in the verification and appraisal stage. In the future, the Commune People's Committee will continue to recommend the provincial departments and branches to complete these procedures.

The Lao Cai - Hanoi - Hai Phong railway construction investment project passes through Gia Phu commune with a length of about 12.8 km. The expected area of land acquisition is about 95.5 hectares, affecting 451 households and individuals. Like Bao Ha, after the merger, Gia Phu commune must undertake a large amount of land acquisition, including part of Lao Cai city and the old Bao Thang district.
To stabilize life, the commune has invested in 3 resettlement areas with a total area of 7 hectares. Up to now, these resettlement areas have had their detailed planning approved.

Up to now, the statistical and counting work has been basically completed. We have also coordinated with relevant units to announce the planning and land acquisition plan to implement resettlement projects.
After implementing the organizational structure arrangement according to the new model, although there are many tasks to be solved, we determined that site clearance and resettlement to serve the implementation of the standard gauge railway project is one of the priority tasks.
Along with resettlement projects for people who have to move their houses due to being within the project's scope of influence, the implementation of resettlement areas to serve the relocation of production facilities in industrial parks and clusters is being urgently carried out.

Accordingly, the Provincial People's Committee has approved the investment policy for 4 projects to relocate production facilities with a total estimated investment of 995 billion VND and assigned the Provincial Construction Investment Project Management Board as the investor.
Currently, the investor is implementing 3/4 of the project. During the implementation process, the Provincial Construction Investment Project Management Board has proactively coordinated with the People's Committees of Bat Xat and Gia Phu communes to inform the people about the project, speed up the site clearance progress and complete related procedures to soon start the projects.

The Lao Cai - Hanoi - Hai Phong railway construction investment project has a total main line length of 390.9 km, the section passing through Lao Cai province is 143.29 km long. The starting point is at the rail connection point with China, the end point is in Au Lau ward. The route has 18 stations (3 train stations, 15 mixed stations) and 13 technical stations; of which, in Lao Cai province, there are 4 stations and 5 technical stations.
According to the report of the Department of Construction, up to now, the whole province has completed the survey of 143.29 km; counted and counted 1,196/1,887 households, 54/104 production establishments, and issued land recovery notices for 841/1,887 cases (in the old Lao Cai province). In the province, there are 45 concentrated resettlement areas serving land acquisition and clearance (3 areas are under construction); the remaining resettlement areas are preparing for investment and are expected to start construction as soon as possible.
At a recent meeting with leaders of departments, branches, and the Provincial Construction Investment Project Management Board on the project's site clearance work, Mr. Tran Huy Tuan, Chairman of the Provincial People's Committee, requested that the units continue to focus on implementing the site clearance task and building resettlement areas, regularly reporting to the Standing Committee of the Provincial People's Committee on difficulties and problems to direct timely resolution, ensuring the progress of the commencement of this particularly important project on December 19, 2025 in accordance with the direction of the Prime Minister.
