Vinh Hai Border Guard Station: Focus on ensuring safety in tourist areas

Vinh Hai Border Guard Station (Vinh Hai Commune) manages the border line and coastline with a length of 35km, including Vinh Hy Bay, which annually welcomes tens of thousands of visitors to visit and experience sea tourism. To ensure absolute safety for tourists, the unit has proactively increased inspection measures and tightened management of tourist boat activities.

Ensuring safety for every cruise ship

Early in the morning of a weekend day, at Vinh Hy wharf (Vinh Hai commune), bustling tourist boats were preparing to leave the wharf to take groups of tourists to visit the sea and islands. Before the Vinh Hy Discovery 01 boat carrying more than 20 tourists from Ho Chi Minh City prepared to leave, officers from Vinh Hai Border Guard Station were present to check the relevant documents of the vehicle owners and safety equipment on board. Border guards also instructed passengers to wear life jackets properly, disseminated the handling procedures when encountering incidents at sea... Lieutenant Nguyen Chi Tuong - Head of Vinh Hy Border Control Station, Vinh Hai Border Guard Station said: "Sometimes there are still some tourists who are still subjective, thinking that they do not need to wear life jackets because they are close to shore, so we often ask vehicle owners and captains to pay special attention to this issue, reminding tourists to comply with the regulations on wearing life jackets before the boat leaves the wharf to ensure safety at sea".

Not only reminders, the crew on the boat and tour guides are also thoroughly trained to assist guests in wearing life jackets, using life jackets collectively and how to stay calm in dangerous situations. All are part of a closed process, closely applied by Vinh Hai Border Guard Station in coordination with local tourism businesses.

Currently, Vinh Hy area has a total of 52 canoes, 27 glass-bottom boats, 1 yacht, and many jet skis operating, mainly concentrated in Bai Cau, Bai Cap and some surrounding areas. This is a favorable condition for tourism development but also poses many potential risks of insecurity if not controlled. With the responsibility of managing the safety of sea routes and islands, every day, Vinh Hai Border Guard Station deploys working groups to coordinate with local authorities to conduct inspections at the wharf and at sea. The inspection content is not only limited to registration papers, inspection certificates, and professional certificates of the captain, but also checks the passenger list, the status of life jackets, life buoys, fire fighting equipment, etc., all of which must meet standards. Lieutenant Colonel Phan Quoc Cuong - Head of Vinh Hai Border Guard Station said: “We are determined not to let any vehicle leave the port if it does not fully ensure safety requirements, and at the same time require ship owners to sign a commitment to strictly comply with legal regulations in transporting passengers. When the weather shows signs of abnormality such as storms, whirlwinds or strong winds at sea, the working groups immediately issue a sea ban; request businesses and ship owners to stop all tourist transport activities, ensuring that no vehicle goes to sea in dangerous weather conditions”.

Strengthen propaganda work

With the motto "Do not let ignorant people or ship owners accidentally violate the law or endanger tourists", Vinh Hai Border Guard Station always focuses on disseminating regulations and skills to ensure safety for tourists for ship owners, captains and tour guides in sea tourism activities. Every day, short, easy-to-understand dissemination sessions on maritime safety regulations and accident prevention are held right at the wharf, before the ship departs. Thanks to practical and realistic approaches, the awareness of law compliance of people and businesses is increasingly enhanced. In addition, the unit also regularly coordinates with competent authorities to support ship owners in completing legal documents and participating in driver's license upgrade classes to ensure that all vehicle operators have the required professional qualifications according to regulations.

Thanks to the synchronous application of inspection, monitoring, propaganda and training measures, over the past years, Vinh Hy Bay has not recorded any serious incidents related to tourist boats. This is the result of the perseverance, persistence and high sense of responsibility of each border guard officer and soldier here. Maintaining discipline, tightening safety, always creating favorable conditions for people, tourists and businesses, Vinh Hai Border Guard Station has been creating a professional, safe and friendly tourism environment.
