Check carefully to choose the right land
According to the preliminary report, to provide new housing for those affected by the North-South High-Speed Railway Project, the section passing through the province needs to build and expand 15 resettlement areas (RTAs) along the route from Dai Lanh Commune to Phuoc Ha Commune. According to the assessment of the professional agency, the planned locations for the construction of the RTAs in the south of the province need to be reviewed and evaluated more carefully to ensure that people can stabilize their lives with the best conditions. Therefore, on July 31, Mr. Tran Hoa Nam - Vice Chairman of the Provincial People's Committee led a working delegation to inspect the planned locations for the RTAs serving the North-South High-Speed Railway Project in the southern part of the province. Comrade Tran Hoa Nam inspected 7 locations and requested the Department of Construction to coordinate with localities to review the land plots to evaluate construction planning, land use planning, the ability to connect technical infrastructure and social infrastructure with surrounding areas...

After reviewing and evaluating, the People's Committee of Cong Hai commune adjusted from no resettlement to resettlement for 40 households; at the same time, proposed a resettlement area in Hiep Kiet village (planned as a residential area) with an area of about 2 hectares, the current status of the land is managed by the People's Committee of the commune. The People's Committee of Ninh Phuoc commune requested to adjust the location of 2 resettlement areas from unfavorable locations to the area along both sides of DT.708 road under the Project to adjust the detailed planning for the construction of rural residential areas of the old Phuoc Thuan commune with an area of 5.179 hectares and the area along both sides of National Highway 1 with an area of 19.8 hectares. In addition, the People's Committee of Tan Dinh commune also proposed to change the location of the resettlement area from Quang Vinh and Thach Thanh villages with an area of about 5 hectares to the land adjacent to the National Highway 26 bypass with an area of 3.9 hectares.
Comrade Tran Hoa Nam said that the selection of locations for resettlement areas must be standardized from the beginning in terms of legality as well as feasibility to bring people back to live in the spirit of "the new place must be better than the old place". The new place must meet the needs of people in terms of jobs, education, health care, and environmental sanitation. The new place also needs to take into account factors such as the natural environment, culture, and society to help people quickly stabilize their lives and develop the economy . The Department of Construction and localities also need to calculate so that they can expand the resettlement areas in the future, thereby forming modern and systematic residential areas.
1,151 billion VND needed to build resettlement areas
According to the report of the Department of Construction, the North-South High-Speed Railway Project passing through the province has 2,134 hectares of land to be cleared, with 5,440 households and 36 organizations affected, of which 1,720 households need resettlement. The total number of resettlement areas for site clearance is 30, with a total construction area of about 64.2 hectares. Of which, 13 resettlement areas have been built, 17 resettlement areas are newly built and expanded. The total estimated cost of constructing the resettlement areas is about 1,151 billion VND.
Mr. Nguyen Van Vinh - Deputy Director of the Department of Construction said that for the northern area (66km long, from Dai Lanh commune to Nam Ninh Hoa commune), it is planned to invest in building 3 resettlement areas. For the central area (about 64km, from Bac Nha Trang ward to Nam Cam Ranh commune), it is planned to invest in building 7 resettlement areas. For the southern area (61km, from Cong Hai commune to Phuoc Ha commune), it is planned to invest in building 7 resettlement areas. In the coming time, the Department of Construction will continue to be the focal point for the Provincial People's Committee to carry out the project's site clearance work in a timely and effective manner.
According to Mr. Pham Minh Tan - Director of the Provincial Construction Investment Project Management Board (the unit assigned to be the investor of the Component 3 Project for compensation, support, and resettlement from Cong Hai Commune to Phuoc Ha Commune), the Component 3 Project is 61km long, passing through 9 communes and wards in the south of the province. The Board has worked with localities to conduct field surveys, and at the same time requested localities to urgently review and report on the area, number of affected households, and proposed resettlement area locations. Currently, the Board is reviewing and reporting to the Provincial People's Committee for consideration and approval to implement investment procedures for the construction of resettlement areas to clear the land. At the same time, a plan has been developed and sent to the Department of Construction for synthesis to implement detailed tasks to ensure completion on schedule.
Mr. Nguyen Thanh Hien - Director of the Provincial Development Project Management Board (assigned as the investor of the Component 1 project for compensation, support, and resettlement from Dai Lanh commune to Nam Ninh Hoa commune) said that the Component 1 project has more than 1,600 affected households, including 401 resettlement households and 3 organizations. The Board plans to arrange households in 8 resettlement areas, including 3 newly built areas. In the coming time, the Board will coordinate with the consulting unit to establish a task outline and estimate the implementation cost to carry out the next steps. Meanwhile, the Provincial Management Board of Agricultural and Transport Construction Investment Projects (assigned as the investor of the project component 2 of compensation, support, and resettlement from Bac Nha Trang ward to Nam Cam Ranh commune) has also conducted measurements along the route, compensation, and established 10 working groups corresponding to 10 localities where the project passes through to urgently deploy related tasks.
Comrade Tran Hoa Nam said that according to Resolution No. 106 dated April 23 of the Government on the Plan to implement the investment policy of the North-South high-speed railway project, the main milestones of site clearance include: Handing over preliminary site clearance boundary documents, reviewing the resettlement volume of the project based on the preliminary design documents in the feasibility study report from February to March 2025; implementing the construction of the resettlement area from March 2025 to December 2026; implementing the work of counting, making plans for compensation, support, and resettlement from March to December 2026; implementing compensation, support, and resettlement from June 2026 to June 2028. The province will establish a Steering Committee to implement compensation and site clearance for the North-South high-speed railway project through the province. In order for the project to be implemented on schedule, it is requested that the investors of the component projects and the Department of Construction coordinate with relevant departments to complete the detailed plan for site clearance; promptly organize a conference to collect people's opinions on the construction of resettlement areas. At the same time, the Department of Finance is assigned to closely follow the Central Government's requirements, issue a document requesting the Central Government to allocate funds and develop a plan for the province to advance capital to carry out initial work.
The North-South high-speed railway project through the province starts at Dai Lanh commune, bordering Dak Lak province; the end point is in Phuoc Ha commune, bordering Lam Dong province. The project route map passes through 29 communes and wards (4 wards and 25 communes) with a total length of about 191.8km. The project has 2 passenger stations (Dien Khanh station and Thap Cham station) and 1 cargo station (Ninh Hoa station) to connect and transfer goods to Van Phong Economic Zone. In addition, there are 4 maintenance stations located in 4 communes: Van Ninh, Cam An, Ninh Hai and Phuoc Ha.
