On June 30, localities simultaneously announced new administrative boundaries and lists of provincial and municipal secretaries and chairmen, opening a new chapter in the reform of the State apparatus.
Previously, the National Assembly issued Resolution 202/2025 on the arrangement of provincial-level administrative units, marking a historic turning point when Vietnam reduced from 63 to 34 provinces and cities, including 28 provinces and 6 centrally-run cities.
The youngest secretary was born in 1978.
This “revolution” in administrative organization has received strong support from the people and local authorities. Speaking at the National Assembly’s group discussion session on June 11, Permanent Deputy Prime Minister Nguyen Hoa Binh emphasized: “The results of the survey showed that the vast majority of people agreed, with many places achieving a consensus rate of 100%.”

According to him, this consensus comes from the fact that people see obvious benefits such as: reducing an intermediate level, streamlining the apparatus, and at the same time creating a stronger economic development space thanks to the harmonious combination of mountainous and coastal regions.
According to statistics from VietNamNet , the ages of the 34 newly announced provincial and municipal secretaries range from 47 to 68, with the 7X generation accounting for the majority (52.94%). The average age of the secretaries is about 53 years old. The youngest is Mr. Le Quoc Phong - Secretary of Dong Thap province, born in 1978 (47 years old). The oldest is Mr. Nguyen Van Nen - Secretary of Ho Chi Minh City, born in 1957 (68 years old).
Generation 5X (1950-1959) has 1 person (2.94%), 6X (1960-1969) has 13 people (38.24%), 7X (1970-1979) has 20 people (58.82%). There are no people born after 1980.
The youngest Secretary is Mr. Le Quoc Phong - Secretary of Dong Thap province.
Current age data shows that the provincial party secretaries are undergoing a clear generational transition, gradually becoming younger but still ensuring continuity. The fact that 50% of the secretaries are from the 7X generation is a sign of personnel innovation, in line with the policy of "rejuvenation and standardization" in personnel work.
Ms. Bui Thi Quynh Van - Secretary of Quang Ngai province is the youngest female secretary.
Of the 34 secretaries, 31 (91.18%) are male and 3 (8.82%) are female. The female secretaries are Ms. Bui Thi Minh Hoai (Secretary of the Hanoi Party Committee, born in 1965), Ms. Giang Pao My (Secretary of Lai Chau Province, born in 1963) and Ms. Bui Thi Quynh Van (Secretary of Quang Ngai Province, born in 1974).
27 secretaries are not local people
There are 27 secretaries who are not local people (79.4%). The number of secretaries who are local people is 7 people (20.6%).
This has been the Party's consistent policy throughout many terms: avoiding localism and creating conditions for cadres to train and be challenged in many environments. The rate of nearly 80% is proof of the implementation of the policy of arranging provincial secretaries who are not local people. Local secretaries are concentrated in provinces with unique ethnic or regional identities.
Notably, there are 3 secretaries who are ethnic minorities (accounting for 8.82%): Ms. Giang Pao My (Secretary of Lai Chau province, H'Mong ethnic group), Mr. Hau A Lenh (Secretary of Tuyen Quang province, H'Mong ethnic group), Mr. Y Thanh Ha Nie KDam (Secretary of Lam Dong province, E De ethnic group). These are 3 provinces with a large population of ethnic minorities.
More than 32% of secretaries are PhDs
In terms of educational level, the proportion of masters is the highest (41.18%), followed by doctors (32.35%) and bachelors (23.53%). Of which, Secretary of Dien Bien province Tran Quoc Cuong has a doctorate in law, and is the only person with an academic title (associate professor).
The most popular fields of study are economics (41%), law (26%), followed by politics, public administration, military, journalism...
3 secretaries were former military and police generals
Notably, among the 34 provincial and municipal party secretaries, there are 3 people who used to be generals in the police and military fields.
That is Mr. Nguyen Doan Anh (Thanh Hoa Provincial Party Secretary). Before being assigned by the Politburo to be Thanh Hoa Provincial Party Secretary in October 2024, Mr. Nguyen Doan Anh held the position of Deputy Chief of the General Staff of the Vietnam People's Army, holding the rank of Senior Lieutenant General.
Mr. Anh was born in 1967 in Hanoi. He studied at university, majoring in Command and Staff of the Combined Arms. He is a member of the 14th National Assembly. He has made many important contributions during his career, especially in the fields of defense, security and politics. His appointment as Secretary of the Thanh Hoa Provincial Party Committee is expected to contribute to the socio-economic development of the province.
The second person is Mr. Nguyen Van Gau (Secretary of Bac Ninh Province). Mr. Gau was born in 1967 in Ben Tre, with a bachelor's degree in social sciences and humanities. Before being assigned by the Politburo on June 26, 2024 to be Secretary of Bac Giang Province, he was Lieutenant General, Deputy Director of the General Department of Politics of the Vietnam People's Army.

The third general is Dong Nai Provincial Party Secretary Vu Hong Van.
Mr. Van was born in 1976 in Hung Yen, has a PhD in Law, a bachelor's degree in Investigation of crimes against the country, and the rank of Major General. Before taking on the task of Secretary of the Dong Nai Provincial Party Committee, he worked as Director of the Internal Political Security Department (Ministry of Public Security) and then a member of the 13th Central Inspection Committee. He is currently the Head of the 15th National Assembly Delegation of Dong Nai Province.
