On July 14, at the headquarters of the Provincial People's Committee, Vice Chairman of the Provincial People's Committee Dinh Cong Su chaired a meeting on the proposal to allocate central budget capital to implement the National Target Program (NTPP) on sustainable poverty reduction (NSPR) in 2025. The meeting was attended by representatives of relevant departments and branches.

Vice Chairman of the Provincial People's Committee Dinh Cong Su chaired the meeting.

Accordingly, the total capital for the National Target Program in Hoa Binh province (old) granted for the period 2021 - 2025 is more than 888 billion VND. These funds have been allocated in detail for Projects 1 to Project 7 under the National Target Program for Sustainable Development. Of which, Da Bac district (old Hoa Binh province) has 2 projects including Project 1 (with a capital of more than 330 billion VND) and Project 5 (with a career capital of more than 81 billion VND, fully allocated according to the Decision approving the Project to support 2,493 poor households to build new and repair houses in the poor district of Da Bac).

As of June 30, 2025, Hoa Binh province (old) has completed the goal of eliminating temporary and dilapidated houses of Project 5, and there are no more subjects to continue implementing this project.

Leaders of the Department of Agriculture and Environment spoke at the meeting.

However, in Document No. 794/BXD-QLN dated February 20, 2025, the Ministry of Construction proposed to add 13.88 billion VND for Hoa Binh province (old) to implement Project 5. By June 30, 2025, the Prime Minister issued Decision No. 1454/QD-TTg on adjusting and supplementing the central budget's career budget in 2025 for localities to implement the National Target Program on Sustainable Development for the period 2021-2025 for 14 localities, including Hoa Binh province (old).

At the meeting, the leader of the Department of Agriculture and Environment reported: Based on the State Budget Law and the Resolutions of the National Assembly, the Department has sent a document requesting relevant departments, branches and 148 communes to propose their needs. However, up to now, the requests the Department has received so far regarding adjustments for other projects are also not appropriate because the relevant units have not fully disbursed the allocated capital according to the assigned budget.

On the other hand, according to the Department of Finance, the unit has issued a document stating that “The proposed adjusted capital source is the additional career capital source from the central budget allocated to localities to implement the National Target Programs. Therefore, it is not subject to the provisions of Resolution 111/2024/QH15 of the National Assembly and the State Budget Law 2015. Up to now, there has been no guidance from the central government regarding the adjustment of the funding source allocated in 2025”.

During the discussion, delegates focused on clarifying that the additional capital allocated by the Central Government for Project 5 no longer has any targets for continued implementation. Delegates also carefully analyzed the content and basis of Decision No. 1454/QD-TTg and related documents.

Leaders of the Department of Education and Training spoke to clarify a number of related issues.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Dinh Cong Su assigned the Department of Agriculture and Environment to coordinate with departments, branches and 148 communes to carefully review beneficiaries under Project 5; clarify the capital sources used to implement Project 5 in Da Bac district (formerly Hoa Binh province). In addition, carefully study the documents of the Central Committee: Decision No. 1454/QD-TTg, the content of the proposed documents of the Ministry of Finance, the Ministry of Construction, relevant Resolutions and Decisions; promptly report to the Central Committee the reasons for not allocating the additional allocated capital in time.

The Vice Chairman of the Provincial People's Committee also requested the Department of Finance to study allocation options, prepare a report to the Provincial People's Committee in accordance with regulations, and have a solution if it is not possible to transfer this additional capital source.
