An Nghia focuses on citizen reception work

After the commune government came into operation from July 1, 2025, An Nghia commune has focused on strictly implementing the schedule of regular citizen reception; promptly resolving petitions, reflections, and recommendations of people and businesses according to regulations.

To effectively carry out the work of receiving citizens and resolving citizens' complaints and denunciations, the People's Committee of the commune has established and assigned tasks to the citizen reception department, developed internal regulations and rules for citizen reception, and a schedule for citizen reception publicly posted at the citizen reception room, according to regulations. Civil servants assigned to receive citizens are on duty all working days of the week, open a book and monitor and record regular and periodic citizen receptions. The Chairman of the People's Committee of the commune receives citizens and resolves citizens' petitions and complaints according to the regular schedule every Thursday. The commune's citizen reception location is conveniently arranged, ensuring necessary conditions. The People's Committee of the commune also widely announces the citizen reception schedule on the FM system and the commune's electronic information page. After each citizen reception session, the Chairman of the Commune People's Committee issued a notice concluding the citizen reception and directed relevant agencies, organizations and units to implement it in accordance with the requirements and content, not to let petitions and letters linger for a long time, causing frustration among the people.

According to statistics, from July 1, 2025 to August 28, 2025, the Citizen Reception Department of An Nghia commune received 49 citizens. The Chairman of the People's Committee of the commune periodically received 4 delegations with 8 citizens. The People's Committee of the commune organized 2 impromptu dialogues at the headquarters of the People's Committee of the commune and the cultural house of Lao Ngoai village with representatives of the Bui family and representatives of the people of Lao Ngoai village. Received, classified and processed 63 petitions including 1 complaint; 1 denunciation; 61 petitions and reflections. The main contents were land disputes, compensation, and site clearance. 58 petitions were under the jurisdiction of the Chairman of the People's Committee of the commune; 5 petitions were not under the jurisdiction. The total number of petitions and reflections under the jurisdiction of 52 cases; 9 cases have been resolved; 37 cases are being resolved; 5 cases are being guided to competent authorities for resolution; Issue 07 documents to resolve and respond to citizens.

The reception, processing and settlement of citizens' complaints and denunciations ensure the order, procedures and time limit for settlement, and the quality and content of settlement are increasingly improved. In the process of settling citizens' complaints and requests, the Chairman of the Commune People's Committee and leaders of sectors have organized direct dialogues with citizens, aiming to publicly and transparently verify evidence according to legal regulations. Representatives of the People's Council, the Fatherland Front Committee and mass organizations attended with the Commune People's Committee to effectively organize direct dialogues with citizens before issuing settlement documents; at the same time, supervise the settlement of People's Committees at all levels.

The work of propagating, disseminating and educating the law has been widely deployed for cadres, civil servants, public employees and the masses. From there, people understand and agree with the Party's guidelines and policies, the State's policies and laws; cadres, civil servants and public employees in performing their duties and public services clearly understand their roles and responsibilities to properly implement the provisions of the law, ensuring democracy and publicity.

Comrade Nguyen Ngoc Van, Chairman of the People's Committee of An Nghia commune, said: In the coming time, the commune will continue to lead and direct the serious and effective implementation of the work of receiving citizens and resolving complaints and denunciations. Enhance the responsibility of leaders of local Party committees, authorities, and units in receiving citizens and resolving complaints and denunciations; improve the quality of cadres working in receiving citizens and resolving complaints and denunciations at all levels and sectors. Timely and thoroughly resolve new cases arising from the grassroots level, avoid causing frustration and dissatisfaction among the people, and prevent cases from being left behind or prolonged. In addition, step up propaganda, dissemination, and implementation of legal regulations on receiving citizens and resolving complaints and denunciations; carry out regular and periodic citizen reception well to receive petitions, classify, and promptly resolve petitions, complaints and denunciations, recommendations, and reflections in accordance with the law, ensuring that no petitions and letters are left behind, and no mass complaints or complicated cases arise; guide citizens to exercise their right to complaint and denunciation in accordance with the law; inspect and review to promptly and thoroughly resolve complicated and long-standing complaints and denunciations in the area. At the same time, strengthen dialogue activities between the government and organizations and citizens; focus on mediation at the grassroots level, remove difficulties and obstacles in the process of resolving citizens' complaints and denunciations; regularly urge and grasp information about the situation of complaints and denunciations in the area to have timely solutions. Participate in training and professional development in citizen reception and complaint settlement organized by superior agencies. Resolutely handle complaints and denunciations that have been resolved satisfactorily, reasonably, legally, and beyond their authority but abuse the right to complaint and denunciation to cause insecurity and disorder at the headquarters of state agencies and in public places.
