The Ministry of Finance is seeking comments on the draft Decision of the Prime Minister promulgating the List and codes of administrative units in Vietnam.

According to the Ministry of Finance, the List and codes of administrative units in Vietnam were issued by the Prime Minister in 2004 under Decision No. 124/2004/QD-TTg dated July 8, 2004. This List is managed and updated by the Ministry of Finance (General Statistics Office) based on the Resolutions on changing administrative units of the National Assembly Standing Committee. Since its issuance, the List and codes of administrative units in Vietnam have played a good role in management, planning and statistics.

However, in the context of implementing Resolution No. 60-NQ/TW dated April 12, 2025 of the 11th Conference of the 13th Party Central Committee, Resolution No. 126/NQ-CP dated May 9, 2025 of the Government and Decision No. 759/QD-TTg dated April 14, 2025 of the Prime Minister approved the plan to rearrange administrative units at all levels, accordingly, the provincial level is reduced from 63 provinces to 34 provinces; the district and commune levels are eliminated after the rearrangement, reducing from 10,035 commune-level administrative units (7,694 communes, 1,724 wards, 617 towns) to 3,321 commune-level administrative units (2,636 communes, 672 wards and 13 special zones). The reduction rate is 66.91% (a decrease of 6,714 compared to before the arrangement).... Therefore, the List and codes of Vietnamese administrative units need to be revised to suit the actual situation.

According to the draft, the List and codes of provincial-level administrative units (specified in Appendix I) include 34 provincial-level administrative units coded with two digits. Specifically as follows:

The list and codes of commune-level administrative units (specified in Appendix II) include 3,321 commune-level administrative units coded with four digits.

According to the draft, the principle of arranging administrative units when coding is that administrative units are arranged in the order of North - South, West - East, taking the boundary line at the starting point and combining it with the geographical area of ​​each level as the basis for determination. Within the whole country, Hanoi city is ranked first, the remaining provinces and cities are ranked according to the above principle. Within the provincial level, the administrative unit with the headquarters of the People's Committee is ranked first, the remaining administrative units are ranked in the order of urban first, rural later, from North to South, from West to East.

Principles of coding and arranging administrative units when there are changes according to the proposal

For provincial level: In case of province separation: Provinces with People's Committee headquarters located at the old location, the administrative unit codes at provincial, district and commune levels will not change. Provinces with People's Committee headquarters located at the new location will be placed in the appropriate location and assigned a new code. The administrative unit codes at district and commune levels in that province will not change.

In case of province merger: The merged province with the People's Committee headquarters located in which province will have the code of that province, the code of the remaining province will be closed and will not be reissued to other administrative units. The district and commune level codes of the merged province will not change.

For commune level: In case of commune separation: Communes with People's Committee headquarters located at the old location will have the old code. Communes with People's Committee headquarters located at the new location will be placed in the appropriate location and given a new code.

In case of merging communes: The merged commune with the People's Committee headquarters located in which commune will have the code of that commune, the code of the remaining commune will be closed and will not be reissued to other administrative units.

In case a commune-level administrative unit changes districts, the code of that commune-level administrative unit remains unchanged.

In case administrative units at all levels change their names, move from rural to urban areas or vice versa, the code will not change.
