Preventing damage due to flood discharge from Tuyen Quang and Thac Ba hydroelectric reservoirs

From the afternoon of August 16, Thac Ba Hydropower Joint Stock Company began to discharge flood water through the spillway of Thac Ba Hydropower Project with a flow rate of 130 - 445 m3/s and maintained maximum generation of two generators with a flow rate of 265 m3/s.

Total water flow discharged downstream is from 395 - 710 m3/s. The downstream water level at the project is at elevation 24 - 26 m, 1 - 3 m higher than the power generation water level of the 2 units.

Previously, implementing the inter-reservoir operation process on the Red River basin according to the provisions of Decision No. 740/QD-TTg of the Prime Minister, Tuyen Quang Hydropower Company also opened and is maintaining 1 bottom spillway gate.

To ensure the safety of households in the downstream area, 4 provinces and cities in the affected area (including Hanoi ) have been and are continuing to promote information and propaganda so that people can proactively prevent and mobilise households in landslide-prone areas to evacuate from the danger zone.

Vice Chairman of Yen Binh District People's Committee ( Yen Bai Province) La Tuan Hung said that the flood discharge from Thac Ba Hydropower Reservoir more than a week ago caused many households and factories to be flooded, causing tens of billions of dong in damage.

Directly inspecting the field, the leaders of Yen Binh district requested the Party committees and authorities of communes and towns to deploy forces to inspect and review residential areas along the Chay River, low-lying areas, and areas at high risk of flooding and landslides, proactively clear the flow, and organize the relocation and evacuation of people when situations arise.

According to Pham Duc Luan, Director of the Department of Dyke Management and Natural Disaster Prevention and Control (Ministry of Agriculture and Rural Development), the unit is continuing to request Thac Ba Hydropower Joint Stock Company and Tuyen Quang Hydropower Company to strictly implement the flood discharge and drainage procedures.

During flood discharge, it is necessary to regularly pay attention to information about water flow, discharge level and warn local authorities and people to proactively prevent and limit property damage and impact on people's lives.
