Kinhtedothi - In order to improve the effectiveness of handling complaints and denunciations (KNTC), National Assembly deputies proposed to issue clear regulations on the coordination mechanism between the National Assembly, the National Assembly delegation and executive and judicial agencies in receiving, handling and supervising KNTC.


On November 26, continuing the 8th Session, the National Assembly gave opinions on the Report on the results of receiving citizens, handling petitions and supervising the settlement of complaints and denunciations.

Create more trust of voters and people

Expressing agreement with the Report on the results of monitoring the settlement and response to voters' petitions sent to the 7th session of the 15th National Assembly, National Assembly delegate Tran Thi Thanh Huong (National Assembly Delegation of An Giang province) assessed that in recent times, the activities of the National Assembly have had many innovations, especially the monitoring activities continue to focus on pressing issues in life that are of interest to a large number of voters and people.

In addition, the Government , ministries and branches have made many efforts to focus on resolving voters' petitions, so the number of voters' petitions received and resolved between the two sessions has increased compared to previous sessions. According to statistics, the 6th Session only had 95 petitions resolved, but by the 7th Session, 140 petitions from ministries and branches had been resolved and many petitions were answered ahead of schedule.

This shows the efforts of ministries and branches in researching, receiving and resolving voters' recommendations, contributing to removing difficulties and obstacles, promoting socio-economic development, stabilizing social order and security, improving people's lives, and creating trust for voters and people nationwide.

Ministries and sectors have actively reviewed, researched and responded to voters' recommendations on areas under their jurisdiction. In response to voters' recommendations to improve legal policies, many laws and guiding documents have been amended, supplemented and newly issued to remove institutional obstacles, creating a favorable legal corridor for the country's socio-economic development. Many voters' recommendations have been resolved, meeting voters' aspirations and wishes, creating more trust between voters and the People in the State.

Handling violations of agencies that avoid or fail to implement supervisory recommendations

Speaking at the meeting, National Assembly delegate Nguyen Thi Mai Hoa (National Assembly delegation of Dong Thap province) expressed concern about the number of response documents sent by ministries and branches to localities, mainly providing information and explanations, while the number of documents reflecting the resolution of problems is very small. In the report on responses to voters sent to the 7th Session, 2,112 documents out of a total of 2,160 petitions were responded to (accounting for 97.7%) - a very impressive number. However, the number of opinions providing information was 1,609 (accounting for 79%), while only 151 opinions, accounting for 7.2%, were studied and considered for resolution, thus not meeting the wishes of voters.

In order to improve the effectiveness of handling complaints and denunciations, National Assembly delegate Thach Phuoc Binh (National Assembly delegation of Tra Vinh province) proposed that the National Assembly and the National Assembly Standing Committee issue clear regulations on the coordination mechanism between the National Assembly, the National Assembly delegation and executive and judicial agencies in receiving, handling and supervising complaints and denunciations.

In addition, amend and supplement the Law on Organization of the National Assembly, the Law on Complaints and the Law on Denunciations to strengthen the supervisory power of the National Assembly, the Standing Committee of the National Assembly and the National Assembly Delegation, especially in complicated cases. Clearly define the responsibility for handling violations of agencies that delay, avoid or fail to implement supervisory recommendations.
