However, in the past few years, Mr. Trung has completely switched to using a chip-embedded ID card instead of a paper health insurance card and finds it very convenient because he does not need to carry many cumbersome documents like before, and the procedures are very quick and accurate. Mr. Trung shared: Previously, when using a paper health insurance card, every time he registered for medical examination, he had to wait in line, which was very time-consuming. Since using the chip-embedded ID card, I find it very convenient. I just need to show my card, the hospital staff will scan the QR code to display full personal information as well as medical examination history, helping to shorten the waiting time.
Every day, the Provincial Hospital of Traditional Medicine receives about 300 patients for medical examination and treatment. In the first 6 months of 2025 alone, there were more than 30,000 outpatients, and 2,100 inpatients. In order to promote digital transformation in health insurance medical examination and treatment, the hospital has equipped an automatic medical examination and treatment registration kiosk, an automatic number taking machine, and 5 CCCD card readers. The rate of successful CCCD card scanning when registering for medical examination and treatment is over 90%. The hospital's cashless payment rate is over 50%. Promoting the application of digital technology in administrative reform to reduce patient waiting time is one of the important solutions contributing to improving patient satisfaction with the hospital.
In fact, in recent times, the use of chip-embedded ID cards, health insurance card images on the VssID - Social Insurance Number application and the VNeID electronic identification application can be considered a breakthrough in the digital transformation of the social insurance industry to bring participants and beneficiaries of health insurance regimes and policies in the most convenient, easy and fastest way. With these applications and utilities, medical staff only need to scan the code to be able to complete health insurance procedures for people, without spending as much time on declaration as before, limiting the need for people to bring many types of documents when going to health care, reducing the situation of losing or damaging health insurance cards when using.
At the Provincial Tuberculosis and Lung Hospital, 25-35 patients register for outpatient medical examination and treatment every day, with peak numbers reaching 50 patients per day. According to Ms. Nguyen Thi Nha Trang, head nurse of the Examination Department - specialized director, in the past few years, all patients have used chip-embedded ID cards to register for health insurance. Previously, medical staff had to enter information to compare the paper health insurance card with the ID card or non-chip-embedded ID card, which took more time. In some cases, the information did not match the paper health insurance card and the personal documents, or the paper health insurance card was damaged or lost, making it difficult to register for health insurance. Since using chip-embedded ID cards to replace paper health insurance cards, it has not only helped people but also medical facilities save a lot of time; reduced paperwork and procedures, ensured speed, convenience, and accuracy, contributing to improving the quality of health insurance treatment and treatment.
The social insurance sector and the health sector have coordinated to improve the quality of health insurance services in a modern, professional, and user-friendly manner; apply information technology, digital transformation in reforming medical examination and treatment procedures, and paying health insurance medical examination and treatment costs. Currently, people can use multiple platforms when going for medical examination and treatment using CCCD, VssID application - Social insurance number, VNeID electronic identification application. According to the report of Social Insurance Region IV, 100% of health insurance medical examination and treatment facilities in the province have implemented health insurance medical examination and treatment using chip-embedded CCCD. Ha Nam Provincial Social Insurance has synchronized personal identification/CCCD for 853,022 people, equal to 99.5% of the total number of people managed by the Social Insurance agency to issue health insurance cards; the number of people who have not synchronized is 3,887 (equal to 0.5%), of which 656 people have CCCD but have not been authenticated with population data. In addition, coordinate to guide the installation and issue passwords for the VssID application - Social Insurance number for 247,269 social insurance and health insurance participants.
By implementing health insurance by CCCD or applications that help simplify procedures, save time for both patients and medical staff, the Social Insurance agency also saves costs in printing and issuing health insurance cards, creating conditions for people to access health services conveniently, quickly and fairly.
