Telegram sent to the Secretaries and Chairmen of the People's Committees of the provinces: Thanh Hoa, Nghe An, Ha Tinh and Quang Tri, Hung Yen , Ninh Binh; Ministers, Heads of ministerial-level agencies, Government agencies; Office of the National Civil Defense Steering Committee.
The dispatch stated: Storm No. 5 with very strong intensity is still moving rapidly towards our country's mainland. According to the National Center for Hydro-Meteorological Forecasting, at 10:00 a.m. this morning (August 25), the center of the storm was about 120 km from Nghe An , 100 km east of Ha Tinh, the strongest wind near the center of the storm was still at level 13-14, gusting to level 16; the storm has begun to cause strong winds of level 7-8, gusting to level 9 in coastal areas of the provinces from Thanh Hoa to Ha Tinh and will gradually strengthen as the storm continues to move ashore.
This evening, the eye of the storm will make landfall directly in the Nghe An - Ha Tinh area with the strongest wind near the eye of the storm possibly reaching level 12-13, gusting to level 16, causing rising water, large waves, risk of insecurity for sea dykes, coastal roads, deep flooding, landslides in the coastal areas of Thanh Hoa and northern Nghe An (provinces from Hung Yen, Ninh Binh also need to be on guard against large waves causing overflow, landslides, sea dykes, river dykes). The storm will cause heavy rain, with a very high risk of flash floods, landslides in mountainous areas, flooding in urban areas, low-lying areas and along rivers and streams.
Following the Official Dispatches No. 141/CD-TTg dated August 22, 2025, No. 143/CD-TTg dated August 23, 2025, to focus on responding to storm No. 5 and floods caused by storms, ensuring the safety of people's lives, and limiting damage to people's and State's property, the Prime Minister requests:
1. Ministers, Heads of ministerial-level agencies, Government agencies; Secretaries and Chairmen of the People's Committees of Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Hung Yen, Ninh Binh provinces and localities with forecasted risks of prolonged heavy rain after the storm, according to their functions, tasks and authority, continue to focus on leading, directing and drastically implementing emergency response measures to storm No. 5 and floods with the spirit of proactive response at the highest level; be ready to deploy the fastest work to overcome the consequences of natural disasters immediately after the storm and floods to ensure that the activities to celebrate the 80th anniversary of National Day on September 2 and the opening of the new school year are safe, joyful and warm for the people.
Immediately evacuate people in areas at risk of flash floods, landslides.
2. Comrade Secretary, Comrade Chairman of the People's Committee of the provinces: Thanh Hoa, Nghe An, Ha Tinh, Quang Tri
a) Continue to focus on directing the evacuation and relocation of residents in dangerous areas, especially on boats at anchorages, rafts, aquaculture watchtowers, and in weak houses; urgently review and immediately implement the evacuation of residents in areas at risk of flash floods, landslides, deep inundation, and rapid water flow.
b) Decide to restrict people and vehicles from traveling on roads and rivers, strictly control people's travel when strong storms, rain and floods directly affect to avoid incidents.
c) Assign leaders of the Provincial Party Committee, the Provincial People's Committee, members of the Standing Committee and the Party Executive Committee to directly direct, inspect and urge response work in key communes and wards, especially communes, villages and hamlets at risk of being isolated during storms and floods, focusing on evacuating people from dangerous areas, ensuring food, essential goods reserves, electricity, and uninterrupted communication waves from villages, hamlets, communes and wards to the provincial level; direct the safe operation of hydroelectric and irrigation dams; arrange vehicles and equipment to be ready to deploy rescue when there is a situation, etc.

3. The Minister of Agriculture and Environment continues to direct the work of forecasting, providing complete, timely and accurate information on the developments of storms, floods and rains; direct the work of ensuring the safety of dikes, dams, and protecting agricultural production...
4. The Minister of Industry and Trade directs the work of ensuring safety for hydroelectric dams, power systems and other activities of the industry.
5. The Minister of Construction directs the work of ensuring safety for people and vehicles and ensuring safety for road, rail, waterway, air traffic activities, etc.
6. The Ministers of the Ministries of National Defense and Public Security direct the deployment of forces and means (including helicopters) in key areas to support the evacuation of residents and be ready to carry out rescue operations when requested.

7. General Director: Vietnam Television, Voice of Vietnam, Vietnam News Agency increase broadcasting time, report on developments of storm No. 5, floods, instructions from central and local authorities to people; guide people on skills to respond to strong storms and floods to reduce damage.
8. The Chief of Office of the National Civil Defense Steering Committee coordinates with the competent authorities of the Ministry of Agriculture and Environment to closely monitor the situation, promptly report to competent authorities, proactively coordinate and mobilize forces and means to support localities in responding to storm No. 5 and floods according to assigned functions and tasks. Report to the Prime Minister on the work of preventing, combating and overcoming the consequences of storms, floods, subsidence, landslides, etc. before 5:00 p.m. every day. In case of incidents or unexpected situations beyond the authority, report to competent authorities for resolution.
9. Assign Deputy Prime Minister Tran Hong Ha to continue directing ministries, branches and localities to deploy response work to storm No. 5 and floods.
10. The Government Office monitors and urges ministries and localities to seriously implement this Official Dispatch; promptly reports to the Prime Minister and Deputy Prime Minister in charge on urgent and arising issues./.
