The national target program on socio -economic development in ethnic minority and mountainous areas for the 2021-2025 period is the first large-scale program for ethnic minority and mountainous areas, demonstrating the special attention of Party and State leaders to the people of this area.
After 5 years of implementation, the Program has effectively solved many essential problems such as: Hunger eradication and poverty reduction, income increase, job creation, improvement of education and health care quality and preservation of cultural values. Overcoming many urgent local problems such as: Housing and land support; planning and stabilizing residents in areas at risk of landslides; lack of clean water for daily life.

In Bac Ninh, the total central budget capital and counterpart capital from the provincial budget in the 2021-2025 period is more than 1,560 billion VND, disbursement reaching 85% of the plan. The program has had a positive impact on the socio-economic development of ethnic minority areas. The rate of poor ethnic minority households has decreased by an average of 2.42% per year.
At the conference, delegates discussed and analyzed further the results achieved, difficulties, limitations, and causes; recommended and proposed many solutions to effectively implement the Program in the 2026-2030 period.
Many valuable lessons in practice were shared by delegates such as: Strengthening the leadership and direction of Party committees and authorities at all levels on ethnic affairs and implementing policies to ethnic minority and mountainous areas; promoting decentralization and empowering grassroots levels in planning, mobilizing, allocating resources and organizing the implementation of projects according to the viewpoint of "local decision, local action, local responsibility". Promoting the role of the people as subjects, the participation of socio-political organizations and prestigious people in supervision.

In the 2026-2030 period, the National Target Program for Socio-Economic Development of Ethnic Minority and Mountainous Areas sets the goal of mobilizing all resources to promote comprehensive socio-economic development, education, health, and culture. Pay attention to ensuring social security, reducing poverty rapidly and sustainably, gradually reducing the number of extremely disadvantaged communes and villages; focus on vocational training, job creation, and improving the quality of human resources; preserve and promote national cultural identity. Focus on reviewing and effectively resolving urgent issues in people's lives.
Speaking at the conference, Prime Minister Pham Minh Chinh emphasized: The implementation of the National Target Program on Socio-Economic Development in Ethnic Minorities and Mountainous Areas is not only a responsibility and obligation but also a command of the heart, demonstrating national sentiment, compatriotism, and the deep concern of the Party and State for ethnic minorities and mountainous areas.
To further promote the effectiveness of the policy in the coming time, the Prime Minister requested that all levels, sectors and localities must fundamentally change their thinking and actions, most clearly demonstrated in promoting decentralization, delegation of power, and enhancing responsibility for agencies, units and localities implementing the policy.
In particular, the Central Government needs to focus on doing well the macro tasks including: Issuing mechanisms, policies, allocating overall resources to localities, carrying out inspection, supervision, summarizing, and building models. The provincial level must be responsible for general management, based on the actual situation to decide on investment in specific fields and projects that bring about efficiency. The grassroots level is the unit directly organizing implementation. Decentralization must go hand in hand with resource allocation, strengthening implementation capacity and promoting the responsibility of each level, ending the state of waiting and relying on others. In particular, the process of implementing tasks must promote the spirit of determination to overcome difficulties, and take drastic action with the goal of "Leaving no one behind".
The Prime Minister assigned ministries and branches to focus on researching and advising the Government to effectively implement climate change response programs in mountainous areas; develop preferential credit packages and fiscal policies to support people in accessing preferential mechanisms on loans, land, finance, taxes, etc. to have more resources to overcome hunger, reduce poverty, enrich themselves legitimately, and promote local potential and advantages.
