In many aspects, this year's High School Graduation Exam was recognized as a success and left a good impression, in which the exam organization was carried out "in a systematic manner" from the central to local levels. Deputy Minister of Education and Training Pham Ngoc Thuong affirmed that the success of the exam was demonstrated through the participation of the entire political system. Accordingly, all preparation and exam organization work was carried out seriously by all levels, sectors and localities, in accordance with the direction of the Prime Minister and Deputy Prime Minister.

The 2025 high school graduation exam takes place in the context of the whole country implementing administrative reform, restructuring, streamlining the apparatus, converting to a 2-level local government model, merging provinces... therefore, requiring careful and thorough preparation and organization of the exam. "In that spirit, the organization of this year's exam has closely followed the spirit of Resolution No. 29-NQ/TW of the Party Central Committee, aiming to organize a compact, objective exam, reducing pressure and costs for society", the Deputy Minister emphasized.

Acknowledging the cooperation of sectors and forces, creating the success of the exam, the Deputy Minister mentioned the Prime Minister 's saying: This is "a festival of the whole society taking care of students". Regardless of the exam results, the students still have a bright future ahead. Notably, the success of this year's exam is also demonstrated in the ability to "change state" in directing and organizing the exam; especially the quick, flexible and effective adaptation of localities and sectors.

“The sense of responsibility and dedication of teachers and managers and the close coordination of sectors and levels are key factors contributing to the success of the exam, as well as educational innovation, all for the future of our children,” the Deputy Minister emphasized, adding that provinces and centrally-run cities have established provincial exam steering committees with the participation of all relevant departments, branches and sectors.

Mr. Ngo Quang Tue - Deputy Director of the Department of Education and Training of Ha Nam (before merging into Ninh Binh province) noted that the education sector has closely coordinated with departments, branches and localities in the province to successfully organize the High School Graduation Exam. Thanks to that, all preparations for the exam were carefully and thoroughly prepared, from the facilities and necessary equipment for the exam to the mobilization of staff to participate in each stage.

Serves 3 purposes

Emphasizing that the organization of the exam at the exam sites must ensure safety, seriousness, and compliance with the plan, meeting the requirements for a compact and practical exam, Mr. Nguyen Ngoc Ha - Deputy Director of the Department of Quality Management (Ministry of Education and Training), Head of the Exam Board, affirmed that the exam was organized seriously, honestly, objectively, safely, in accordance with regulations, ensuring convenience and fairness for candidates. The exam work was carried out safely and securely from the central to local levels. The exam basically met the requirements for organizing the exam.

The 2025 high school graduation exam is organized with 3 purposes: Correctly assessing the learning outcomes of learners; using exam results to consider recognizing high school graduation and assessing the teaching and learning quality of general education/continuing education institutions; providing reliable and honest data for universities and vocational education institutions to use in enrollment in the spirit of autonomy.

To fully meet the three purposes of the exam, Mr. Nguyen Ngoc Ha said that the exam has many adjustments. Accordingly, the exam is designed to assess capacity, integrating many practical questions and interdisciplinary knowledge. In addition, the exam ensures appropriate differentiation so that it can be used to consider high school graduation recognition, while providing reliable data on candidates' capacity for universities and vocational training institutions to use for enrollment in the spirit of autonomy.

In response to public concerns about the difficulty of the Math and English exams, Mr. Nguyen Ngoc Ha said that this year's exam has many new points. Because it is the first time applying the competency assessment form, students may feel different. However, the Ministry of Education and Training has announced the structure, format of the exam and reference questions early so that students and teachers have time to get acquainted, prepare, and avoid sudden changes.

Notably, before the official exam was released, localities organized a large-scale mock exam in all three regions. As a result, the mock exam score distribution was carefully studied and discussed by the Exam Board, thereby making appropriate adjustments in terms of difficulty. "The exam construction closely followed the reference exam and the test results, ensuring stability. We need to wait for the official exam results to have a more complete assessment," said Mr. Nguyen Ngoc Ha.

Mr. Ho Duc Trung - Math teacher, Ngo Quyen High School (Quang Binh before the merger) commented that this year's exam is scientific, reasonable and has the right direction for teaching Math in the future. The exam clearly shows the innovative spirit of the 2018 General Education Program. This is not only in the diverse forms (multiple choice, true/false, short answer) but also in the content designed towards developing capacity and enhancing practical application.

Regarding the prevention of high-tech cheating, reports from localities show that the exam supervision at the exam sites took place as planned. According to statistics from localities and inspection teams, 41 candidates violated the exam regulations and were suspended from the exam due to using documents and bringing phones into the exam room; no staff members were recorded violating the exam regulations. Up to this point, there have been no negative phenomena or organized cheating recorded nationwide.

Mr. Huynh Van Chuong - Director of the Department of Quality Management (Ministry of Education and Training) said that before the exam, the Steering Committee had noted the use of high technology, especially artificial intelligence, to cheat in exams. The Ministry of Education and Training and localities, Departments of Education and Training have organized thorough training, implemented many comprehensive solutions, and closely coordinated with the Ministry of Public Security to handle the incidents. When information about the Math exam was leaked, the Steering Committee received and handled it according to regulations. The Ministry of Education and Training shared information with the Ministry of Public Security and requested coordination and strict handling.

Many emotions

The 2025 high school graduation exam ended with many emotions, National Assembly delegate Chau Quynh Dao (An Giang delegation) noted. According to the delegate, the exam is considered a turning point that determines future careers.

Frankly speaking, over the past years, the Ministry of Education and Training has made many efforts and innovations in organizing the High School Graduation Exam. The year 2025 is quite special when the whole country switches to a two-tier government model. "Moving" with the country, the education sector has proactively planned and built scenarios to be ready and keep up with innovation.

This is demonstrated through many guiding documents, for example: Official dispatch guiding the organization of the 2025 High School Graduation Exam in the context of the arrangement of provincial-level administrative units. Official dispatch providing detailed instructions for localities to operate the government after the arrangement according to regulations from July 1, 2025, from the work of invigilation and grading according to specific steps... "This shows the proactiveness of the Ministry of Education and Training in directing and guiding, helping localities feel secure in performing their tasks", National Assembly delegate Chau Quynh Dao noted.

Currently, localities have implemented the exam marking work. Delegate Chau Quynh Dao suggested that the Ministry of Education and Training should continue to direct, guide and strengthen inspection, examination and supervision to ensure good implementation of the exam marking stages.

For provinces and centrally-run cities, it is necessary to strictly and seriously implement the process of marking essay tests, marking multiple-choice tests and reviewing test papers to ensure compliance with the regulations and instructions of the Ministry of Education and Training. In particular, for localities subject to the arrangement of provincial-level administrative units, it is necessary to strictly implement the Instruction No. 2999/BGDĐT-QLCL dated June 13, 2025 of the Ministry of Education and Training.

From the success in the exam supervision of the 2025 High School Graduation Exam, Associate Professor, Dr. Tran Xuan Nhi - former Deputy Minister of Education and Training suggested that the lesson for next year is to choose good personnel and coordinate smoothly.

Accordingly, the Ministry of Education and Training needs to continue to focus on selecting personnel to participate in the stages of the exam, especially the key stages such as: exam preparation, exam supervision, and exam grading. At the same time, it is necessary to improve the quality and effectiveness of professional training for officials participating in organizing the exam, inspection and supervision staff.

According to the report of the Ministry of Education and Training, in 2025, the total number of candidates applying for the exam will be 1,165,289, an increase of nearly 100,000 candidates compared to 2024. There are 2,494 exam sites nationwide, with a total of 49,849 exam rooms.

In parallel with organizing exams for candidates studying under the 2018 General Education Program, the Ministry of Education and Training continues to organize exams for students studying the 2006 General Education Program who have not graduated or need to retake the exam for university admission. The organization of exams at all exam locations ensures safety, seriousness, and on schedule, meeting the requirements for organizing a compact and practical exam.
