This groundbreaking change is the result of close coordination between the Ministry of Education and Training and the Government Cipher Committee, after more than a year of careful preparation, including successful testing in national excellent student exams and international Olympics in 2024.

A representative of the Government Cipher Committee said that in this year's high school graduation exam, with just one click, the exam questions were transmitted encrypted from the exam council to 63 provinces and cities, protected by national encryption technology, ensuring that only specialized equipment and authorized personnel could decode them.

The role of the Government Cipher Committee is particularly important in this transformation. Exam security has shifted from a "physical blockade" to an "encryption ring" with the cryptographic technology of the national cryptographic agency, which is only applicable to the protection of State secret information at the Secret, Top Secret, and Secret levels.

The entire system operates on a secure information network using cryptographic solutions and products. The Government Cryptography Department has sent technical staff to each locality to set up the system, install equipment and train staff, ensuring that each exam printing point is strictly controlled: the right person, the right equipment, and the right time can decode.

Instead of transporting exam papers by road, sea or air, the transmission now takes only a few minutes. These methods are secure, cannot be interfered with, attacked, or leaked data.

This is a groundbreaking change in security thinking ineducation . Exams are no longer protected by surveillance forces but by the "digital safe" of national cryptography technology.

Deputy Minister of Education and Training Pham Ngoc Thuong commented that the participation of the Government Cipher Committee with a team of talented officials and experts has helped secure and transfer exam questions through the confidential information system of the Vietnam Cipher sector, ensuring absolute safety, saving significant time, human resources and state budget.

The Government Cipher Committee has made an important contribution to the success of the exam and received trust and high appreciation from society and the Government. The Ministry of Education and Training hopes to continue to have the cooperation of the Government Cipher Committee in the upcoming national exams.

A giant leap forward

According to the representative of the Government Cipher Committee, this innovation did not come by chance but was the result of many factors. It is an urgent requirement as the 2025 high school graduation exam is the first time the new general education program is applied with thousands of exam codes.

It is also the result of successful security testing since 2024, and the maturity of digital transformation infrastructure in education. In particular, 2025 is also the year the Politburo issued Resolution 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation, identifying digital transformation and innovation as the driving force for national development.

The application of encrypted test transmission method has helped shorten the organization time, reduce transportation and test protection costs, eliminate the risk of physical leakage, increase the effectiveness of coordination between sectors, and help localities improve security capacity.

However, the challenges are not small, the security infrastructure does not have a dedicated network for the exam, local cryptography staff is lacking, and localities depend heavily on technology from the Central Government.

This requires a long-term security strategy specifically for education, with recommendations such as: establishing a separate security system for national exams, developing a framework for encryption and authentication standards integrated into exam software, and establishing a specialized security task force under the Ministry of Education and Training to coordinate periodically with the Government Cipher Committee.

Securing exam papers with an encryption system is not only a technical innovation, but also demonstrates the real innovation of the education sector and the ability of the Cryptography sector to protect confidential information at the national level.

In the context of artificial intelligence, digital fraud, deepfake... threatening many examination systems in the world, Vietnam's successful implementation of a national civil cryptographic exam security model is a breakthrough step forward, shaping the future.

From 2025, the statement “the exam questions have been encrypted” is no longer a technical operation, but becomes the State’s commitment to each candidate: Their intelligence and efforts will be absolutely protected, transparent, fair and secure. This is not only an exam for students, but also an exam for the entire education system, science - technology and national digital security.
