National Assembly Chairman Tran Thanh Man requested adequate preparation of human resources, material resources, funding and effective coordination mechanisms between relevant agencies. This is the first meeting to provide comprehensive and consistent orientation for the organization of the upcoming election.

The National Assembly Chairman noted that the election work covers the whole country, the workload is very large, and the time is short, so it must be carefully prepared in all aspects; in addition, it is necessary to establish a smooth and effective coordination mechanism between the National Election Council and the National Assembly Standing Committee, the Government, the Vietnam Fatherland Front Committee and ministries, branches, and local authorities at all levels.

The National Assembly Chairman proposed enhancing the supervisory role of the people, the Vietnam Fatherland Front and responsible socio-political organizations in the effective and substantive election work; strengthening communication and propaganda work before, during and after the election, "especially propagating people's awareness of citizens' rights and obligations in the election, propagating both domestically and internationally".

The National Assembly Chairman requested that the authorities proactively fight and refute bad and distorted information about the election, and protect the clean information environment, especially information on social networks. “The election of National Assembly deputies and People's Council deputies at all levels is an important political event of the country, demonstrating the people's mastery, aiming to select outstanding deputies to represent the will, aspirations and mastery of the people during the term of the National Assembly and People's Councils at all levels,” the National Assembly Chairman stated.

It is known that, based on Directive No. 46 of the Politburo on leading the election of deputies to the 16th National Assembly and the election of deputies to People's Councils at all levels for the 2026-2031 term, compared to the previous term, this time the Politburo issued the Directive 1 month earlier.

This is a necessary and important basis for the recent 9th Session, the National Assembly established the National Election Council; at the same time elected the Chairman, approved the list of Vice Chairmen and members of the National Election Council.

The National Assembly passed the following laws: Law amending and supplementing a number of articles of the Law on Election of National Assembly Deputies and People's Council Deputies, Law on Organization of the National Assembly, Law on Organization of Local Government under the 2-level government model which has been in operation since July 1...

At the first session, to carry out tasks and prepare for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term taking place on March 15, 2026, the National Election Council will discuss, comment on and approve a number of draft reports.

National Assembly Chairman Tran Thanh Man asked members of the National Election Council to give their opinions to help shape the National Election Council's operating methods, clearly define the responsibilities of each member, and assign specific tasks to relevant agencies to ensure smooth, synchronous, and effective coordination throughout the election process.

At the meeting, members of the National Election Council highly appreciated the Council's advisory agencies for promptly and thoroughly preparing documents for the first meeting in a short time. Highly agreeing with many contents in the drafts, the delegates pointed out that the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term takes place in the context of the first time localities operate a 2-level government model.

In that situation, guidance documents need to be implemented soon; there should be a specific inspection and supervision plan; the participating members should be reviewed to ensure effectiveness; monitoring areas should be synchronized; the roles of individuals in the National Election Council should be clarified with specialized agencies to avoid duplication with subcommittees; VneID should be applied to election work; and the timelines should be announced soon.

Acknowledging and agreeing with the members' comments, the National Assembly Chairman said that after this conference, the Standing Committee of the National Election Council will have an official document to send to the agencies.

Regarding the timeline for implementing the steps, the National Assembly Chairman said that there will be an adjustment to the official schedule; it is agreed that the Politburo members who are members of the National Election Council will be assigned to direct from now until the 14th Party Congress in the assigned areas in conjunction with the tasks of the National Election Council Steering Committee.

National Assembly Chairman Tran Thanh Man noted that this election is different from previous ones in terms of the government apparatus, so the working and direction context must also be updated to suit the actual situation in order to direct successfully.
