On July 28, the Party Committee of Ham Liem commune, Lam Dong province held the 1st Party Congress for the 2025-2030 term, with the theme "Strengthening the building of a clean and strong Party and political system; promoting the strength of the comprehensive great solidarity bloc; promoting socio-economic development, ensuring national defense and security; building Ham Liem commune to develop comprehensively and sustainably".
Attending the congress were comrade Vo Thanh Binh, member of the Provincial Party Standing Committee, Head of the Propaganda and Mass Mobilization Department of Lam Dong Provincial Party Committee; comrade Huynh Thanh Canh, former Standing Deputy Secretary of Binh Thuan Provincial Party Committee (old); comrades in the working group directing the congress of the Provincial Party Committee; and 160 official delegates representing the will and aspirations of nearly 750 party members in the entire Party Committee.
Ham Liem Commune Party Committee was established on the basis of merging two Party Committees: Ham Chinh Commune Party Committee and Ham Liem Commune Party Committee.
The political report presented at the Congress specifically assessed the results of implementing the Resolution of the Party Congress of the Commune for the 2020-2025 term. During the past term, the entire Party Committee of the Commune identified key tasks in line with the practical situation and achieved important results in all areas.
With the spirit of solidarity, innovation and creativity in leadership, the drastic motto in management and implementation of the Party Committee of Ham Liem commune, the results of 11/11 targets achieved and exceeded the targets set out in the Resolution.
The work of building the Party and the political system has received much attention. The activities of the People's Council and People's Committee have many innovations, are practical, effective and efficient. The Fatherland Front and mass organizations have increasingly promoted their role of representing the legitimate and legal interests of the people, members and union members.
However, besides the achieved results, there are still some shortcomings and limitations such as: Planning implementation is still slow; infrastructure does not meet development requirements; State management in some areas is sometimes not drastic enough...
At the Congress, 100% of delegates voted to approve basic targets on economic and social development, national defense and security, and social security.
In particular, the Party Committee of Ham Liem commune identified 3 breakthroughs: Promoting administrative reform, applying digital technology in management and operation; tightening administrative discipline, ensuring legal discipline, especially in the fields of land, minerals, environmental protection, financial management and public assets.
Focus on promoting economic development towards organic, modern and sustainable agriculture. Attract investment and develop trade and services associated with building synchronous infrastructure, creating jobs for the people.
With the motto: "Solidarity - Democracy - Discipline - Innovation - Development", the Congress also clearly identified 5 key tasks and 12 groups of tasks and solutions, striving for Ham Liem to become a comprehensively and sustainably developed commune by 2030.
Speaking at the Congress, comrade Vo Thanh Binh, member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Commission, praised the Party Committee and people of Ham Liem commune for achieving high results in the past term.
Ham Liem is facing new requirements and tasks with new opportunities, advantages, difficulties and challenges intertwined. Promoting the revolutionary tradition, the spirit of solidarity, intelligence and aspiration to rise up, the Party Committee and the People of Ham Liem commune will definitely successfully implement the Congress Resolution, build the homeland to develop more comprehensively and sustainably, contributing worthily to the overall development of the province.

Besides, there are still some shortcomings and limitations. The Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department requested Ham Liem to focus on analyzing the causes to overcome them, and at the same time proposed to perform well some key tasks.
In particular, in addition to focusing on building a truly clean and strong Party Committee and political system; building a great solidarity and unity bloc within the entire Party Committee and the People, the Commune Party Committee needs to create a breakthrough in economic development, focusing on developing agriculture in a sustainable direction and strongly promoting trade, services, and small-scale industry. Mobilizing all resources to invest in synchronous construction of infrastructure, gradually changing the local appearance in a civilized and modern direction. Maintaining national defense and security, ensuring social order and safety, creating a peaceful and stable environment for development.
Previously, the Standing Committee of Lam Dong Provincial Party Committee appointed the Ham Liem Commune Party Committee Executive Board consisting of 14 comrades; the Standing Committee of the Party Committee consists of 7 comrades. Comrade Nguyen Thi Toan Thang was appointed to hold the position of Secretary of the Commune Party Committee; comrades Phan Minh Quang and Nguyen Van Hung were appointed to hold the position of Deputy Secretaries of the Commune Party Committee.
