On June 26, the Standing Committee of the Hue City People's Council held a training conference to guide the organization and operation of the People's Council at the commune level after the administrative unit arrangement. This is an important conference, taking place right before the two-level government model officially operates, to create unity in the organizational apparatus, grasp the legal process and provide specific guidance on the tasks and powers of the People's Council at the commune level in the new period.

At the conference, Standing Member of the City Party Committee, Permanent Vice Chairman of the City People's Council, Mr. Nguyen Quang Tuan emphasized that the arrangement of administrative units is a major policy, and at the same time, a concrete step to streamline the organizational apparatus, improve the efficiency of operation and service of the grassroots government.

This training conference not only aims to implement the new contents of the Law on Organization of Local Government (amended in 2025), but also to answer questions from the grassroots, provide specific instructions on organizing the first session of the People's Council, using the new seal, operating the apparatus after the arrangement and handling situations arising in the transition period. The spirit throughout the conference is to ensure continuity, synchronization, efficiency and uninterrupted operation of the People's Council and People's Committee at the commune level - the place that directly handles work related to the daily lives of the people.

From June 24 to 28, the locality organized a trial operation in 5 new communes including: A Luoi 1, A Luoi 2, A Luoi 3, A Luoi 4 and A Luoi 5. The communes have proactively completed their organizational structure, arranged personnel, issued documents related to the Party organization, government, and Fatherland Front ; developed a working program, operating regulations and fully prepared for the commune Party conference and the first session of the first commune People's Council, term 2021-2026.

Notably, the Commune-level Public Administration Service Center has been established in all 5 communes, with 10-15 civil servants (A Luoi 5 commune alone has 5-7 civil servants), initially receiving and processing administrative procedures for people. Digitalization, internal process improvement and information technology application are also being implemented to improve service efficiency.

Through inspection, some communes still lack technical infrastructure: Incomplete network connection, not fully installed shared software, lack of accounts to access public service systems and necessary equipment. These are problems that need to be resolved soon to ensure that the official operating model from July 1 is not interrupted.

Speaking at the inspection points, Vice Chairman of Hue City People's Committee Nguyen Chi Tai acknowledged the proactive and decisive spirit of the District Party Committee and People's Committee of A Luoi District, and highly appreciated the efforts of the new communes in this urgent period. Mr. Tai emphasized that switching to a two-level government model is not only about rearranging the apparatus, but more importantly, it is about renewing the service mindset. The new government must ensure smooth operations, without interrupting administrative procedures under any circumstances.

Mr. Nguyen Chi Tai suggested that the communes coordinate with the Department of Science and Technology to soon complete infrastructure connections and supplement missing equipment. Along with that, it is necessary to focus on training and fostering skills for the staff, in order to improve the service spirit, in line with the goal of building a service-oriented government, with the people at the center.

According to Mr. Nguyen Viet Bang, acting Chairman of Phu Xuan District People's Committee, who is also assigned to hold the position of Chairman of Phu Xuan Ward People's Committee after the reorganization, the locality has focused on reviewing facilities and arranging human resources at ward-level Public Administration Service Centers.

The review was conducted at existing locations such as Huong So, Kim Long, Quang Thanh wards and the District Public Administration Center. From there, the District People's Committee developed a suitable rearrangement plan for the new wards including Huong An, Kim Long, Hoa Chau and Phu Xuan, with the goal of ensuring uninterrupted operations of receiving and returning administrative records to the people.

In addition to the physical facilities, the technical infrastructure and equipment are also being carefully reviewed, taking advantage of the system from the old one-stop department and adding new ones if necessary. Shared software and internal subsystems are being transferred so that staff can operate smoothly from the very first days.

Vice Chairman of the City People's Committee, Mr. Hoang Hai Minh, highly appreciated the proactive spirit of Phu Xuan District. At the same time, he emphasized that this is a decisive stage, requiring the mobilization of all forces to ensure the smooth, effective and uninterrupted operation of the new government apparatus.

Vice Chairman of the City People's Committee, Mr. Hoang Hai Minh, requested the Department of Finance to promptly allocate funds for localities to complete equipment, and at the same time requested the District People's Committee to direct units to urgently hand over pending documents and resolve all pending procedures before July 1. This is a prerequisite for the two-level government to operate effectively, best serving the people and businesses.

For Huong Thuy Town, not only is there a sprint in infrastructure and personnel, this locality also organized a synchronous trial operation of the new government model on June 26. At the Party Committee meeting, important contents were approved such as: working regulations, perfecting the staff apparatus, appointing cadres, assigning civil servants and public employees, and organizing personnel for branches and Party Committees after the reorganization. This is a step to prepare the political and organizational foundation for the new model.

Next, the first session of the People's Council of Huong Thuy ward implemented resolutions on the organization of the People's Council and People's Committee: announced the list of People's Council delegates, appointed key leaders, established People's Council committees, specialized departments under the People's Committee and agreed on the agenda for the regular meeting in 2025.

The third meeting of the Ward People's Committee focused on approving working regulations, the entire term's work program and reorganizing public service units.

Notably, the Huong Thuy Ward Public Administration Service Center also conducted a trial operation: receiving and processing administrative procedure records in areas such as office, urban, social, economic, etc. to ensure smooth and effective operation when officially put into operation from July 1.
