- After completing the merger of 3 branches of the Social Policy Bank of Can Tho City (old), Hau Giang Province (old) and Soc Trang Province (old) to establish the Social Policy Bank of Can Tho City Branch, policy credit activities continue to maintain the current specific organizational model of the Social Policy Bank's management apparatus (no longer the District and County Social Policy Bank's Board of Directors), including: City Social Policy Bank's Board of Directors, affiliated Social Policy Bank transaction offices, savings and loan groups, and transaction points. The entire City Social Policy Bank Branch strives to improve the quality of operations, actively mobilize and promptly disburse loans, serving the needs of the people better and better.
The Board of Directors of the Social Policy Bank Branch promptly directed the affiliated transaction offices to advise the ward and commune authorities to pay attention to directing the implementation of policy credit in the area to avoid interruption, especially in arranging convenient transaction locations and creating favorable conditions in terms of facilities for the Social Policy Bank to serve the people.
* How does the operation of two-level local government affect the mobilization of local budget capital entrusted to the Vietnam Bank for Social Policies for lending as well as the entrusted lending work through associations and unions, sir?
- Regarding the mobilization of local budget capital entrusted to the VBSP for lending, the City People's Committee has issued a document directing the concentration of capital sources from districts to the city for management and the VBSP to continue to deploy lending according to regulations. In addition, the City VBSP Branch continues to advise the City People's Committee to transfer additional capital in 2025, promptly disburse to poor households and eligible policy beneficiaries who need to borrow capital to develop production and business.
After merging and consolidating administrative units and abolishing the local government level at the district and county levels, the activities of the Social Policy Bank initially encountered certain difficulties, such as the personnel of the entrusted socio -political organizations having many changes, so there were sometimes confusion in implementation.
* Could you please tell us about the role of the affiliated Transaction Offices of the People's Credit Fund after its establishment and name change?
- After the reorganization and merger, the Board of Directors of the Vietnam Bank for Social Policies issued a decision to establish the Soc Trang Bank for Social Policies Transaction Office and the Hau Giang Bank for Social Policies Transaction Office under the Can Tho City Bank for Social Policies Branch. At the same time, a decision was issued to rename the old district bank for social policy transaction offices to the bank for social policy transaction offices under the Can Tho City Bank for Social Policies Branch. Accordingly, there was a small change in the name of the transaction office, no longer the words district and county and changed to transaction office with the name of the place.
After establishment and renaming, the affiliated transaction offices of the Social Policy Bank continue to carry out the task of implementing social policy credit in the communes and wards assigned to manage as before the arrangement and merger.

* How is the coordination of arrangement and maintenance of commune and ward transaction points as well as the operation of savings and loan groups to ensure safety and convenience in monthly transactions carried out, sir?
- This is an issue that the City Social Policy Bank Branch is interested in maintaining and implementing after the merger. The branch is continuing to arrange 263 transaction points in 103 communes and wards in the city. Each commune and ward can arrange 2-3 transaction points, each point organizes transactions on a regular day every month, ensuring that policy credit activities are smooth, convenient and safe, so that people are truly satisfied when coming to make transactions.
* Sir, how does the City Branch of the People's Credit Fund plan to apply information technology and digital transformation to improve the quality and efficiency of operations?
- To ensure the safe, smooth and effective operation of the Vietnam Bank for Social Policies, the Board of Directors of the city branch of the Vietnam Bank for Social Policies focuses on promoting the application of information technology and digital transformation under the direction of the General Director of the Vietnam Bank for Social Policies.
First, the Branch organized training for staff on the upgraded version of the Intellect system operating software; fostered and improved the capacity of the branch staff to increase work efficiency when performing new assigned tasks.
