Ensure working conditions to serve well the assigned functions and tasks of the commune-level government.

To ensure the necessary working conditions to well serve the assigned functions and tasks of the new commune-level government in the province, the Chairman of the Provincial People's Committee directed the Commune-level People's Committee to urgently arrange and allocate public assets in accordance with the plan issued and approved by competent authorities for management and use in accordance with regulations.

Ensure equipment and means of work in communes and wards.

This content was directed by the Chairman of the Provincial People's Committee to the Departments of Finance, Education and Training; People's Committees of communes and wards to implement in Official Dispatch No. 02620/UBND-KTTH dated August 15.

The Chairman of the Provincial People's Committee also agreed on the policy and provided additional funding for communes and wards to upgrade and repair facilities, purchase equipment and working vehicles with a total amount of VND 96,441 million.

On that basis, the Chairman of the Provincial People's Committee directed the People's Committees of communes and wards to focus on reviewing and arranging assets received during the implementation of administrative unit arrangement to arrange for agencies and units to manage and use according to actual needs and in accordance with prescribed standards and norms, in the spirit of making the most of existing assets.

For damaged assets that are ineffectively repaired, have expired and do not meet the requirements for performing tasks, the procedures for liquidating assets must be carried out in accordance with regulations. For surplus assets that are not in use, continue to closely monitor to avoid loss of public assets; at the same time, synthesize and propose a handling plan, send it to the Department of Finance for synthesis, development, and addition to the handling plan, and submit it to the competent authority for consideration and decision.

Based on the budget estimates for upgrading and repairing facilities, purchasing equipment and working means that have been supplemented by the Chairman of the Provincial People's Committee, localities urgently organize the implementation progress to complete and put into use to serve the activities of local authorities at the commune level.

For the need to upgrade and repair facilities, purchase equipment and working means outside the list for which the Provincial People's Committee Chairman has provided additional funding, the Chairmen of the People's Committees of communes and wards are requested to implement according to the following principles:

- For small-scale repair and procurement tasks that are part of the commune-level budget expenditure tasks as prescribed in Resolution No. 02/2025/NQ-HDND dated August 5, 2025 of the Provincial People's Council, the Commune-level People's Committee shall proactively balance local resources for implementation.

- For repair and procurement expenditure tasks belonging to the commune-level budget expenditure tasks as prescribed in Resolution No. 02/2025/NQ-HDND; however, the commune-level budget does not guarantee implementation funding and needs to be implemented promptly to serve political tasks or handle urgent local issues: The commune-level People's Committee synthesizes and sends to the Department of Finance for review and consultation with the Chairman of the Provincial People's Committee for consideration and decision.

- For the remaining repair and purchase expenditure tasks: The People's Committee at the commune level reviews and synthesizes with the 2026 State budget estimate, sends it to the Department of Finance for review, and consults with competent authorities for consideration and decision.

- Regarding the provision of additional cars for commune level: After the Provincial People's Committee issues a decision to allocate (regulate) cars for general work of agencies, units and localities in the province and decides to stipulate standards and norms for the use of specialized cars for agencies, organizations, units and localities under the management of Ca Mau province, the Chairman of the Provincial People's Committee will assign the Department of Finance to review and advise competent authorities to provide appropriate equipment for each locality according to standards, norms and actual usage needs.

For the needs of upgrading, repairing, and purchasing of educational institutions under their management (in addition to the needs of the investment, repair, and purchasing projects and plans of the education sector approved and issued by competent authorities): Localities shall synthesize and send to the Department of Education and Training to coordinate with relevant departments and sectors to review and advise competent authorities to consider and decide.

The Department of Finance urgently guides the People's Committees at the commune level to carry out the procedures for declaring and completing legal documents on assets in accordance with regulations; at the same time, guide the development of a plan for handling surplus assets that are not in use. Based on the reports and proposals of the People's Committees of communes and wards, promptly synthesize and advise the Chairman of the Provincial People's Committee to consider and decide, ensuring timeliness, strictness and compliance with regulations. Urgently develop and complete the draft decision on allocating (regulating) cars for general work of agencies, units and localities in the province and decide on regulations on standards and norms for the use of specialized cars equipped for agencies, organizations, units and localities under the management of the province, submit to the Provincial People's Committee as soon as possible when ensuring sufficient conditions for consideration and decision; At the same time, speed up the progress of developing documents specifying the contents assigned by the Central Government to localities related to the management, use and exploitation of public assets, as a basis for agencies, units and localities to implement in accordance with regulations.

The Department of Education and Training guides the People's Committees of communes and wards to arrange schools and classes in the area, ensuring that it is suitable to the practical situation and in accordance with regulations. Based on the reports and proposals of the People's Committees of communes and wards, coordinate with the Department of Finance and relevant agencies and units to review, synthesize, and advise the Chairman of the Provincial People's Committee to consider and decide.
