Speaking at the Congress, Permanent Vice Chairman of the Provincial People's Committee Nguyen Manh Tuan acknowledged and highly appreciated the achievements of the Party Committee and the People of Bac Me commune in the past term. At the Congress, the Executive Committee, Standing Committee, Inspection Committee of Bac Me Commune Party Committee for the 2025-2030 term and delegates to the Tuyen Quang Provincial Party Congress for the 2025-2030 term were introduced.

* The first Party Congress of Thuong Lam Commune , term 2025 - 2030, is of special importance, being the first congress after the new commune was established after the arrangement and merger of the two previous communes: Thuong Lam Commune and Khuon Ha Commune. During the past term, the Party Committee of Thuong Lam Commune promoted the spirit of solidarity, focused on implementing and fully disseminating the directives and resolutions of the superiors to all cadres and Party members. 16/16 main targets set out in the Resolution of the 22nd Party Congress of the Commune have been completed; socio-economic development is stable, average income per capita reaches over 51 million VND/year; the poverty rate decreases by an average of over 6%/year; 97% of villages achieve the title of cultural village.

The rate of Party cells and Party members completing their tasks well each year is always over 95%; national defense and security are maintained; Party building and the political system are strengthened, the leadership role of Party committees is promoted; the government has many innovations in the direction of serving the people, the Fatherland Front and socio-political organizations continue to affirm their role as a solid bridge, strengthening and consolidating the people's trust in the Party and the government.

During the 2025-2030 term, Thuong Lam commune strives to bring the total value of local products to 5,700 tons; attract over 200,000 tourists; the rate of children attending kindergarten reaches over 50%; the poverty rate decreases by an average of 3-4%/year (according to the multidimensional poverty standard for the 2025-2030 period); the rate of people participating in health insurance reaches over 98%. At the same time, 3 groups of targets, 3 key tasks, 2 breakthroughs and 4 main groups of solutions are proposed for implementation.

Speaking at the Congress, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Commission Tran Manh Loi acknowledged the achievements of the Thuong Lam Commune Party Committee in the past term. He also believed that in the coming term, the Party Committee, government and people of all ethnic groups in the commune will continue to promote the spirit of solidarity, strive to implement the set goals and resolutions, and build the commune to develop more and more comprehensively.

Speaking at the Congress, Deputy Secretary of the Provincial Party Committee Nguyen Hong Trang praised and highly appreciated the efforts and results achieved by the Party Committee, government and people of Tien Nguyen commune in the past term. Comrade Nguyen Hong Trang suggested: Immediately after the Congress, the Commune Party Committee should urgently develop, promulgate and organize the implementation of working regulations; clearly define the roadmap, steps, key and breakthrough tasks, assign responsibility to each Party Committee member to monitor, lead and put the resolution into practice. Along with that, focus on building a clean and strong Party in all aspects; promote administrative reform, apply information technology; strengthen early and remote inspection and supervision; focus on creating sources for developing young Party members and ethnic minorities. The Commune prioritizes allocating resources to build essential infrastructure, especially transportation and electricity grid; innovate production models towards developing specialty plants, medicinal plants, organic agriculture and tourism.

The commune needs to promote the strength of national solidarity; improve the effectiveness of the activities of the Fatherland Front and mass organizations; promote patriotic emulation movements; promptly resolve people's legitimate petitions, and prevent hot spots and complications from arising.

* Yen Phu commune merged with Yen Lam commune, named Yen Phu commune with a natural area of 22,257 hectares. The whole commune has 14,970 people, 12 ethnic groups living together, ethnic minorities account for 57.8% of the population, including many Dao, Mong, Tay people. The locality has 32 villages, of which 12 are particularly difficult.

The political report affirmed that in the 2020-2025 term, the Party Committee and the people of all ethnic groups in the commune have been united, unanimous, and highly determined in implementing the resolutions of the Party Congresses at all levels and the Resolution of the Commune Party Congress. The Resolution of the Party Congress of the 2 communes, term 2020 - 2025, set out 26 main targets, of which 22 targets met and exceeded the Resolution's targets.

Notably, the work of Party building and the political system was strengthened; 100% of subordinate Party cells properly implemented the regulations on periodic activities; over 90% of Party organizations, over 85% of Party members, the Vietnam Fatherland Front and socio-political organizations successfully completed their tasks. The economy developed stably with 1 3-star OCOP product; forest coverage reached over 65%, maintaining more than 2,388 hectares of FSC-certified forest; annual budget revenue met and exceeded the plan; 100% of essential administrative procedures were carried out online; the temporary housing situation was completely resolved with 215 houses eliminated. The poverty rate decreased from 21.14% (in 2021) to 9.91% now. The fields of education, health, culture and society have made much progress, and national defense and security have been maintained.
