Da Nang invests in collecting and treating wastewater to protect the environment

The Department of Agriculture and Environment and the Department of Construction are reviewing urban areas, industrial parks, and industrial clusters that do not have wastewater collection and treatment systems and proposing investments, prioritizing investments in areas upstream of domestic water sources to ensure the ecological environment and health of the people.

There is still space

In the central area of Da Nang city, concentrated urban wastewater treatment stations such as Hoa Xuan, Phu Loc, Son Tra, Ngu Hanh Son, Lien Chieu have a total design capacity of 364,650m3 /day and a wastewater collection system that has been invested in a basically synchronous manner, meeting about 89.9% of the domestic wastewater volume in urban areas that is collected and treated to meet environmental technical standards.

In addition, small wastewater treatment stations in urban areas, scattered resettlement areas ( FPT Technology Urban Area, Hoa Phu Resettlement Area, Hoa Khuong Resettlement Area...); 2 leachate treatment stations at Khanh Son Solid Waste Treatment Complex...

In addition, all wastewater generated at Da Nang High-Tech Park and industrial parks in Da Nang, Hoa Khanh, Hoa Khanh expansion, Lien Chieu, Hoa Cam, and Da Nang Aquatic Service Area have been collected and treated.

However, many scattered residential areas have not yet invested in wastewater treatment plants, and many areas and road sections have not yet invested in domestic wastewater collection systems.

According to the Department of Agriculture and Environment, in the urban areas of Tam Ky, Hoi An, and southern Ai Nghia, there are 5 urban domestic wastewater treatment plants in operation with a total design capacity of 17,154m3/day, meeting only about 10.09% of the urban wastewater collected and treated to meet environmental standards.

There are 3 domestic waste treatment projects in the acceptance and completion phase with a total designed capacity of 10,400m3/day (Wastewater treatment plant in Tam Hiep Urban Area with a capacity of 5,000m3 /day, Wastewater treatment plant in Nui Thanh Urban Area with a capacity of 5,000m3 /day, Wastewater treatment plant in Cau Hung - Lai Nghi Service Residential Area with a capacity of 400m3 /day); there are about 15 type 5 urban areas and 1 type 4 urban area that do not have a domestic waste water treatment plant...

For industrial parks and clusters, Thuan Yen Industrial Park is operating but has not ensured legal documents on the environment, and does not have a centralized wastewater treatment system. Many industrial clusters are operating but do not have a centralized wastewater treatment system, do not meet environmental conditions, and limit the scope of business lines to attract large-scale investment projects when industrial wastewater is generated.

Most of these industrial clusters were previously invested by the district-level People's Committees, which have not yet secured investment resources to complete environmental technical infrastructure according to the mandatory provisions of the 2020 Law on Environmental Protection (must have separate infrastructure for rainwater and wastewater), leading to difficulties in granting environmental licenses for wastewater discharge for secondary projects and facilities in the industrial clusters. With this unsecured infrastructure condition of the industrial clusters, it is difficult for investors to proactively build a pipeline to discharge wastewater directly to the receiving source.

Investing in urban areas and water sources

Based on the initial review results, the Department of Agriculture and Environment has proposed that the City People's Committee assign the Department of Construction to review the planning, inspect, survey and propose a roadmap for the wastewater collection network in the city's urban areas, urban areas planned for type 5 or higher and ongoing projects to ensure the collection and treatment of wastewater arising from production, service and daily activities of the new Da Nang city.

The Department of Agriculture and Environment proposed that the City People's Committee assign the functional unit to adjust the planning of Thuan Yen Industrial Park to continue clearing the land, investing in completing infrastructure and preparing bidding documents for the construction of wastewater treatment plants. At the same time, it proposed that the City People's Committee assign the Department of Industry and Trade to advise and develop a resolution to support investment in technical infrastructure of industrial clusters to submit to the City People's Council for approval in order to soon have resources to invest in wastewater collection and treatment systems in industrial clusters.

According to the Department of Construction, during the process of adjusting the plans as well as after the plans are approved, the department will develop a plan and roadmap for investing in a wastewater collection system throughout the city, ensuring step-by-step collection and limiting the discharge of untreated wastewater into the environment...

Director of the Department of Construction Nguyen Ha Nam said that the department proposed that the city prioritize resources to invest in centralized wastewater treatment plants for urban areas such as Dai Loc, Nam Phuoc, Ha Lam, Huong An, Dong Phu, Dien Ban, and Dien Nam - Dien Ngoc New Urban Area.

“The construction industry's viewpoint is to prioritize investment and construction of a wastewater collection system in the Ai Nghia area because it is at the water source of the city's densely populated area to ensure hygiene and quality of domestic water sources,” said Mr. Nguyen Ha Nam.

Along with investing in the wastewater collection and treatment system, the functional sector proposed investing in expanding the network and increasing wastewater drainage connections from households to the Tam Ky wastewater treatment plant.

Along with that, advise the City People's Committee to regulate the management of drainage and wastewater treatment systems in the new city; temporarily continue to maintain the collection of drainage service fees and environmental protection fees according to the area and gradually review and adjust to ensure consistency throughout the city.
