On August 28, Ms. Nguyen Thi H. (residing in Buon Ma Thuot City, Dak Lak Province) happily announced that her son, D.XH, had been recognized by the Departmentof Education and Training of Buon Ma Thuot City as a junior high school graduate.

According to Ms. H., at the end of the 2022-2023 school year, the family was surprised to be informed that her child did not have a transcript for grades 7, 8, and 9, so she would not be considered for recognition of her junior high school graduation. From there, she filed a "call for help" petition, a complaint, and requested recognition of H's junior high school graduation.

Ms. H. confided that many times the authorities responded that there was no basis to recognize her child's graduation, so she intended to give up. However, when she returned home and saw her child sad because her peers were going to school while she had to stay home alone, she could not accept it.

With the support and strong voice of the press, she continued to "knock on the door" of all the functional agencies of Dak Lak province. At the same time, she sent a "cry for help" to the Ministry of Education and Training. From the direction of the Ministry of Education and Training, H. was organized to review, take the test, complete the profile and was recognized as a graduate.

"I have submitted my child's application to a college in Dak Lak so that he can study both culture and vocational training. This morning he went to school for the first day - he was able to continue going to school" - Mrs. H. said happily.

As reported by the Lao Dong Newspaper many times, at the beginning of the 2020-2021 school year, student D.XH was arranged to repeat class 6D, Lac Long Quan Secondary School (Buon Ma Thuot City) because he was held back a grade. After the parents submitted a petition stating that H. had autism, in the following school years, he was promoted to grades 7, 8 and 9 without any educational assessment records. By the end of the 2022-2023 school year, due to lack of academic results, H. was not considered for recognition of graduating from secondary school.

After many times submitting applications and working with the school and the Department of Education and Training but being refused to recognize her graduation, Ms. H. sent an urgent "cry for help" to the Ministry of Education and Training.

After that, the Ministry of Education and Training sent a written response to the Department of Education and Training of Dak Lak province and the parents' urgent "cry for help".

According to the Ministry of Education and Training, the medical records of student D.XH with pervasive developmental disorder were dated May 28, 2015 at Children's Hospital 2. Based on the regulations, student H. has the right to receive inclusive education and has been admitted to grade 6 at Lac Long Quan Secondary School from the 2020-2021 school year.

Lac Long Quan Secondary School is responsible for guiding and disseminating to students' families the regulations on inclusive education records to ensure the rights of students. The principal shall base on the learning results of subjects and educational activities of disabled students to consider promotion to the next grade for disabled students according to the general education program or base on the individual performance of disabled students who do not meet the general education program to consider promotion to the next grade.

Thus, Lac Long Quan Secondary School is responsible for guiding teachers, staff, and students to implement and disseminate to students' families the regulations on assessment and classification of disabled students as a basis for considering promotion to the next grade according to the individual education plan appropriate for the student.

From there, the Ministry of Education and Training requested the Dak Lak Department of Education and Training to direct the Buon Ma Thuot City Department of Education and Training to guide Lac Long Quan Secondary School to coordinate with families to review and complete students' records and learning results according to the law, ensuring full rights of learners and State policies.
