This document consolidates previous regulations of the Ministry of National Defense on emulation and reward work for militia and self-defense forces.
Applicable subjects and emulation titles
Consolidated Document No. 23/VBHN-BQP applies to individuals who are members of the militia; individuals who are not members of the militia with achievements and contributions to militia and self-defense work; Vietnamese individuals residing abroad; and foreign individuals who have contributions to militia and self-defense work.
Applicable collectives include: Militia and self-defense units from squad level and equivalent and above. Commune-level military command boards and military command boards of central ministries and branches; military command boards of agencies and organizations. Agencies; military units and People's Committees at all levels; state agencies; socio -political organizations, socio- political -professional organizations, social organizations, socio-professional organizations, economic organizations. Collectives of Vietnamese people residing abroad; collectives of foreigners; foreign agencies, organizations and international organizations in Vietnam with achievements and contributions to militia and self-defense work.
Emulation titles for collectives and individuals are stipulated in Article 8 of Consolidated Document No. 23/VBHN-BQP. Accordingly, emulation titles for individuals include: Title of "National Emulation Fighter"; title of "Army Emulation Fighter"; title of "Basic Emulation Fighter"; title of "Advanced Fighter".
For collectives, there are 2 emulation titles: "Victorious Unit" title and "Advanced Unit" title.

Authority to decide on rewards
According to the provisions of Article 23 of Unified Document No. 23/VBHN-BQP, the Minister of National Defense has the authority to decide to award the title "Emulation Fighter of the Whole Army"; award and posthumously award the "Certificate of Merit of the Minister of National Defense"; and award the "For the cause of the armed forces" Medal.
The Chief of the General Staff of the Vietnam People's Army, the General Department of Politics of the Vietnam People's Army, general departments, military regions, military services, arms and equivalent units under the Ministry of National Defense has the authority to decide to award the title "Determined to Win Unit"; to award certificates of merit of the Chief of the General Staff of the Vietnam People's Army, the General Department of Politics of the Vietnam People's Army, general departments, military regions, military services, arms and equivalent units under the Ministry of National Defense.
The Head of the Provincial Military Command and equivalent has the authority to decide to award the title of "Basic Emulation Fighter", the title of "Advanced Fighter", and certificates of merit to individuals holding the highest positions up to the level of militia and self-defense battalion commander or equivalent; to award the title of "Advanced Unit", and certificates of merit to the highest collectives up to the level of militia and self-defense battalion or equivalent.
The Head of the Border Guard Command is authorized to award the title of "Basic Emulation Fighter", "Advanced Fighter", and certificates of merit to individuals with the highest positions up to the rank of militia and self-defense company commander or equivalent.
The Head of the Regional Defense Command, Brigade, Regiment and equivalent decides to award the title of "Basic Emulation Fighter", "Advanced Fighter", and certificates of merit to individuals with the highest positions up to the level of militia and self-defense company commander, Commander of the Commune-level Military Command or equivalent. In addition, they also have the authority to award the title of "Advanced Unit", and certificates of merit to the highest collectives up to the level of militia and self-defense company, Commune-level Military Command or equivalent.
Heads of central ministries and branches, heads of agencies and organizations and Chairmen of People's Committees at all levels decide on rewards for militia and self-defense forces according to the provisions of Articles 79, 80 and 81 of the Law on Emulation and Commendation and regulations of heads of central agencies and organizations and Chairmen of People's Committees at all levels.
