Paid more than 1,150 billion VND to 1,247 people according to Decree 178

At the meeting, Ms. Ngo Thi Nhung said that as of June 15, 2025, the State Treasury system had considered retirement according to Decree 178 for a total of 1,247 people, ensuring the budget and payment were correct, the amount rounded to 1,152 billion VND. According to Ms. Nhung, the payment progress will depend on the records submitted by the ministries and branches. However, with the payment determined according to Decree 178, cadres and employees will receive the full amount in one payment.

In addition, Ms. Nhung said that since March 15, 2025, the State Treasury system has been synchronously and stably operating in a unified manner according to the new model, demonstrating high political determination, solidarity, and efforts. The State Treasury has successfully reduced 465 units, reaching a rate of over 44%, from 1,047 to 582 units. This success helps the State Treasury achieve its goal of streamlining, contributing to building an increasingly clean, strong, efficient and effective political system.

However, Ms. Nhung said that according to the Resolution on the arrangement of provincial-level administrative units in 2025, the country currently has 34 provincial-level administrative units, including 28 provinces and 6 cities, so the State Treasury will have to "race" in the second half of June to complete the rearrangement in time when the new government apparatus officially operates from July 1, 2025.

The State Treasury will continue to study and submit to the Ministry of Finance a plan to rearrange 20 regional State Treasuries to suit the administrative areas of provinces and cities, while perfecting the functions, tasks and structure of the State Treasury in accordance with the revised content of the State Budget Law and the policy of ending specialized inspection activities.

The representative of the State Treasury informed: In the first 6 months of 2025, the work of guiding, paying and disbursing the State budget has always been a top priority for the State Treasury, closely following the direction of the Government, the Prime Minister and the Ministry of Finance. In particular, for investment expenditures, the State Treasury pays special attention to guiding, paying and disbursing basic construction investment projects to ensure compliance with the assigned capital plan and compliance with the settlement deadline.

The results of public investment capital payment through the State Treasury in the first 6 months of 2025 are remarkable. It is estimated that by June 10, 2025, the cumulative payment of public investment capital in 2025 controlled through the State Treasury reached VND 201,439.2 billion, equal to 28.2% of the total capital under the extended capital plan and the 2025 capital plan assigned by the Prime Minister (the plan is VND 715,155.3 billion). If calculated according to the total capital under the extended capital plan and the 2025 capital plan assigned by the Prime Minister and the Provincial People's Committee, this figure reached 26.5% (the plan is VND 759,224.2 billion).
