The content of the emulation movement focuses on: Promoting propaganda and education; building exemplary agencies and units in digital transformation; ensuring digital infrastructure and information security; deploying technology applications to serve management, command and operation; expanding the military data transmission network; widely launching the "Digital Literacy" movement, popularizing digital knowledge and skills for 100% of cadres, employees and soldiers...

The target set for 2026 is that 100% of officers and employees will master digital knowledge and skills, and apply digital technology to their work according to their duties and responsibilities. In the period of 2027-2030, 100% of soldiers will master digital technology , contributing to making the Army a strategic technology, a pioneer in the application of artificial intelligence, the Internet of Things, big data, etc.
At the launching ceremony, departments, offices and centers signed a commitment to carry out the emulation movement, demonstrating high determination in implementing the set targets and contents, contributing to strongly spreading the emulation spirit throughout the unit.
The emulation movement will be implemented from 2025 to 2030, divided into two phases: 2025-2027 and 2027-2030; there will be annual summaries, assessments, and lessons learned, and timely commendation of collectives and individuals with outstanding achievements.
