Mr. Ngo Dinh Long - Deputy Chief of the Provincial Office of New Rural Areas reported on the results of new rural area construction in recent times.
Up to now, Ha Tinh has 179/181 communes meeting the NTM standards (98.9%); 58/181 advanced communes (32.4%); 12/181 model communes (6.6%). At the district level, 8/13 districts, cities and towns have met the standards/completed the task of building NTM; 4 districts and towns have 100% of communes meeting the standards (Loc Ha district, Ky Anh district, Ky Anh town and Hong Linh town). Of which, Loc Ha and Ky Anh districts have submitted a request to the Provincial People's Committee to review, consider and recognize the district as meeting the standards. In Loc Ha, the departments and branches that have reviewed all the contents and criteria. The Department of Agriculture and Rural Development has also sent a document requesting the Provincial People's Committee to assign departments and branches to review Ky Anh district.
In 2023, localities have proposed to appraise, consider and recognize 30 communes meeting the standards of various types of new rural areas. As a result, 2 communes were recognized as meeting the new rural standards, 8 communes as meeting the advanced new rural standards, and 5 communes as meeting the model new rural standards. Currently, the districts are continuing to submit for the second round of appraisal.
Regarding the task of building the province to meet the new rural standards, 2/10 criteria (planning and social security criteria) have met the standards. 5/10 criteria have reached 60-80%; 3/10 criteria have reached less than 50%. The total resources mobilized to implement the project reached more than 11,351 billion VND (equal to 24% of the total demand).
Regarding the OCOP program, districts and cities have organized classification assessments according to Decision 148 of the Prime Minister with 50 products included in the assessment and 43 products qualified for recognition as meeting 3-star OCOP standards. Up to now, Ha Tinh has 243 products meeting OCOP standards.

Although the organization has been disrupted and not yet consolidated in the past, the unit has still ensured to perform its tasks well.

The Chairman of the Provincial People's Committee requested the Provincial New Rural Area Coordination Office to review the progress of the last two communes striving to reach the finish line in 2023 (Ha Linh and Dien My of Huong Khe district). These are localities that have suffered a lot of damage and impact from floods, so it is necessary to consider calling for other resources to support the people and strive to complete the criteria on schedule.
The Chairman of the Provincial People's Committee emphasized that in 2024, Ha Tinh will continue to prioritize resources and focus on completing the task of building new rural areas at the provincial level as soon as possible. Prioritize resources to encourage all commune-level localities to strive to achieve the advanced and exemplary NTM target (reward policy when reaching the target). In addition, it is necessary to allocate resources to implement clean water criteria; pay attention to and have effective solutions to handle waste and implement environmental criteria.
The plan and implementation targets for the coming period must be specifically developed; sectors and localities must really take drastic action; the immediate task is to ensure 100% of communes meet NTM standards in 2023 and 100% of districts, cities and towns meet NTM standards/complete NTM tasks in the first 6 months of 2024.
In particular, it is necessary to continue to thoroughly grasp the viewpoint that building new rural areas is the key task of the province. Continue to promote the movement in localities, the core of new rural areas must be to improve people's lives; consider praising and rewarding units that do a good job of sponsoring and funding new rural areas.
The Chairman of the Provincial People's Committee also informed that the province is considering restructuring the apparatus of the New Rural Area Coordination Office at all levels to operate effectively, in accordance with the Central's guidance and the practical situation of Ha Tinh. He requested that the Provincial New Rural Area Coordination Office select officials with a high sense of responsibility and enthusiasm to make the New Rural Area movement in Ha Tinh increasingly effective.
