Breakthrough Provincial Green Index

In 2024, Hai Duong achieved 26.34 points, ranked 13th out of 63 provinces and cities in the Provincial Green Index (PGI) ranking, up 12 places compared to 2023.

Impressive increase

The provincial green index is considered a useful tool, supplementing the provincial competitiveness index to promote an environmentally friendly business investment environment.

The Provincial Green Index is built on four component index groups: Reducing pollution and natural disasters; ensuring compliance with environmental regulations; promoting green practices; incentive policies and business support services. There are more than 40 evaluation criteria in total.

In 2024, Hai Duong increased by 4 points compared to the previous year, from 22.34 to 26.34 points. With this result, the province rose to 13th place nationwide (up 12 places compared to 25th place in 2023), among the group of localities with remarkable progress. Hai Duong is in the top 15 provinces and cities nationwide with the best results in the green index. This is an impressive result, clearly reflecting the efforts of authorities at all levels and the business community in implementing the goals of sustainable development and green growth.

Notably, all four component indices of Hai Duong increased in points compared to the previous year. Of which, the index of ensuring compliance with environmental standards had the highest improvement from 5.85 points (in 2023) to 7.58 points (in 2024), an increase of 1.73 points, ranking 4th in the Red River Delta.

The environmental leadership index (promoting green practices) also recorded a significant increase, from 3.83 points to 4.99 points, an increase of 1.16 points. Incentive policies and business support services increased by 0.88 points, reaching 6.11 points. The pollution reduction and climate change index reached 7.65 points (an increase of 0.22 points), holding the 5th position in the Red River Delta region.

Hai Duong's 2024 green index ranking is a very positive result, demonstrating the province's efforts and determination in building a green economic management ecosystem. This result also shows the level of business satisfaction with the government's environmental management in orienting green production and is also a channel to help localities screen investments.

One of the “keys” to success in improving the green index is that the province has always been steadfast in its goal of socio-economic development associated with green growth. The province also clearly identifies green growth as a consistent goal in socio-economic development. Annual plans are aimed at restructuring the economy towards green and digitalization, focusing on: High-tech industry, technology-applied agriculture , high-quality services and developing smart, green, modern urban areas.

Hai Duong pays special attention to planning and building green urban areas such as Hai Duong City, Chi Linh City, Kinh Mon Town... In the period of 2021 - 2025, the province has decided to temporarily stop attracting projects with the risk of causing pollution, while encouraging environmentally friendly projects, focusing on pollution control and improving the working environment.

Along with that, Hai Duong has issued an action plan to respond to climate change and actively integrated sustainable development elements into the new rural development program. The household waste classification model has been widely deployed, with more than 2,000 models and clubs managed by women's union members. The rate of household waste collected and treated in the whole province has reached over 90%...

Enterprises are also proactive in innovating technology, saving energy and reducing emissions. A representative of Hyundai Kefico Vietnam Co., Ltd. said that before the company's project came into operation in Hai Duong, the company always prepared an environmental impact assessment report and had it approved by the provincial authorities. During the production process, the company regularly coordinated with relevant departments and branches to inspect and assess environmental impacts; strictly implementing regulations on environmental protection.
