Mr. Duc said that, first, from 2020, Vietnam will no longer have a 2-in-1 national high school exam. According to the 2019 Law on HigherEducation , the high school exam only serves the purpose of graduation, while university admission is the responsibility of the schools. Therefore, the differentiation in the high school graduation exam from 2020 is no longer as high as in previous years. In particular, the social sciences and workers' education subjects have a very high rate of excellent scores compared to the national high school exam.
For many years, the C00 group achieved 30 points but still failed the university entrance exam. Typically, in 2024, the percentage of excellent scores in the C00 group was very high, specifically: Literature scores of 7 or higher accounted for 64.5%, History scores of 8 or higher was 20% and Geography was like a rain of 10 points with an excellent score rate of 31%.

Second, according to international university admission practices such as SAT and ACT exams, the core knowledge is Math and Literature. Moreover, in the context of promoting STEM education and the 4.0 industrial revolution as it is today, international integration in university and graduate admissions is very necessary.
In the 2025 university admission regulations, the Ministry of Education and Training requires that subject combinations must include one of two subjects, Math or Literature, in accordance with international core subject requirements.
Therefore, with the high school exam results as in recent years, the fact that many universities have stopped considering the C00 combination is reasonable and correct, to ensure quality university entrance selection and is also consistent with international practices and the current context.
Finally, the Ministry should issue early admission guidelines so that universities can announce their admission plans early. This year, the admission regulations and admission guidelines were announced in February and March, while the high school exam was in June and university admission was in July/August, which really shocked candidates and parents.
Professor Nguyen Dinh Duc said that we must take input quality, enrollment quality, and human resource quality as the top important criteria. The Ministry and universities must firmly adhere to quality requirements, and should not adjust to follow the crowd mentality, following the easy and abandoning the difficult. The current reality that no one fails the university entrance exam has led to unpredictable consequences for the quality of human resources.
