In Hoang Quy commune, for many years now, local people have strictly implemented the construction of a civilized lifestyle in weddings, funerals, and festivals. Regulations on implementing a civilized lifestyle have been widely disseminated in the community. At the same time, they have been included in village conventions and regulations for people to strictly follow. Mr. Le Ba Du, a local resident, said: “The commune has the Quy Chu Village Festival. To organize the festival, the organizing committee regularly disseminates to people about the content, meaning, and typical activities of the festival. Thanks to that, the festival always receives the participation of a large number of local people and children living far away from home.”
Ms. Dang Thi Thu Huong, a cultural and social officer of Hoang Quy commune, said: “Weddings and funerals in the commune are all held in a civilized manner. Festivals are organized in a civilized and economical manner, and traditional cultural values are preserved and promoted. The implementation of a civilized lifestyle in weddings, funerals, and festivals has contributed to building a healthy cultural environment, improving the cultural quality and spiritual life of the people.”
According to the assessment of the Steering Committee of the movement "All people unite to build a cultural life" in Hoang Hoa district, in recent years, weddings, funerals and festivals in the area have been organized in a civilized, polite and economical manner, in accordance with the spirit of Directive No. 27-CT/TW of the Politburo on implementing a civilized lifestyle in weddings, funerals and festivals. People signed a commitment to follow a civilized lifestyle, no more lavish banquets, playing music all day and night, suitable to the actual circumstances and conditions while still preserving traditional cultural features. Men and women voluntarily marry, together implementing the Law on Marriage and Family. Funerals do not play drums and trumpets beyond capacity, beyond the prescribed time, hire mourners, scatter money and votive paper on the way...
The organization of festivals is carried out by localities in a civilized and economical manner, while still ensuring solemnity and praising the merits of ancestors and national heroes. Many cultural and sports activities are held during the festival under the management of the organizing committee, without conflicts, violence or exploitation of cultural activities and festivals for superstitious activities, fortune telling, and social evils.
These positive changes are due to the fact that every year the district closely follows the guidance documents of the superiors, proactively develops plans to implement civilized lifestyles in weddings, funerals, and festivals; directs units and localities to seriously implement the dissemination, development of plans, and action programs to implement Directive No. 27 of the Politburo and Directive No. 05/CT-TTg of the Prime Minister on implementing civilized lifestyles in weddings, funerals, and festivals. At the same time, the district has directed specialized departments to guide localities to develop and amend village conventions and village covenants in accordance with reality and legal regulations. Up to now, 100% of villages and sub-areas have developed village covenants and have been recognized by the District People's Committee. The contents of the village covenants that are no longer suitable are discussed by the locality to collect people's opinions for unified amendments.
In order to promote people's initiative in implementing civilized lifestyles in weddings, funerals, and festivals, the district has focused on propaganda in many forms to raise people's awareness. From there, people have changed their actions in implementing civilized lifestyles. At the same time, the district has encouraged localities to link the implementation of civilized lifestyles in weddings, funerals, and festivals with the implementation of the movement "All people unite to build a cultural life", New Rural Development... At the same time, criteria for implementing weddings, funerals, and festivals are used as the basis for evaluating the titles of cultural families and cultural villages. From there, families and individuals have raised awareness, adjusted their behavior, and proactively implemented civilized lifestyles.
In localities, cadres and party members always take the lead in implementing civilized lifestyles in weddings, funerals, and festivals, while at the same time giving advice and reminding to promptly overcome negative phenomena, superstitions and social evils in the community. Thanks to that, implementing civilized lifestyles has become a beautiful feature in the cultural life of the people.

Thereby, building a civilized and legal lifestyle; strengthening solidarity in the community, contributing to the completion of socio-economic targets, creating a solid foundation for building an increasingly developed homeland".
