Delegates attended the Ceremony to announce the Resolution and Decision of the Central and the province on merging administrative units.

Implementing the strategic policy of the Party and State on the arrangement of administrative units to streamline the apparatus, improve the effectiveness, efficiency, and quality of service to the people, and expand the space for comprehensive development; the merger of the three provinces of Ha Nam, Nam Dinh , and Ninh Binh is an important milestone, opening a new development stage in the homeland of Ninh Binh - a historical, cultural, and revolutionary land, where geographical, human, and traditional historical advantages converge, with diverse resources, strong enough potential, and a position of sufficient stature, will create opportunities and strength to break through with new visions and aspirations.

On behalf of the Party Committee, Government and People of Ninh Binh province, I would like to express my deep gratitude to the Party Central Committee, the Politburo, the Secretariat, the National Assembly and the Government for their trust, attention, leadership and close direction; thank you for the close coordination, guidance and facilitation of the Central Committees, ministries and branches in the process of implementing the merger of provincial and commune-level administrative units, ending the operation of district-level administrative units, establishing Party Committees, People's Councils, People's Committees, and Vietnam Fatherland Front Committees of the new Ninh Binh province.

Dear delegates and guests, dear people!

In the context that Ninh Binh province has just been merged and organized into a 2-level administrative unit; for the comrades appointed to participate in the Provincial Party Executive Committee, the Provincial Party Standing Committee, holding the positions of Secretary and Deputy Secretary of the Ninh Binh Provincial Party Committee for the 2020-2025 term, this is both an honor and pride, and at the same time a great responsibility before the Party Committee, Government and People in the province.

On behalf of the Executive Committee of the Ninh Binh Provincial Party Committee for the 2020-2025 term, I pledge to work with the Party Committee to uphold the spirit of solidarity - unity - responsibility - courage - creativity; uphold the principle of democratic centralism; innovate leadership methods for the political system in conjunction with digital transformation, promote decentralization and delegation of power in conjunction with strengthening inspection and supervision; promote collective intelligence, promote individual responsibility, especially that of the leader; maintain close ties between the Party and the People; build a close, trusting relationship, act decisively for the common good, for the goal of improving the quality of life of the People and building Ninh Binh homeland to develop more and more. Each member of the Provincial Party Executive Committee will always maintain political courage, be absolutely loyal to the revolutionary ideal, constantly practice moral qualities, fulfill the responsibility of setting an example, be the nucleus and center of solidarity in the agency and unit, strive to excellently complete all assigned tasks to be worthy of the trust of the Party Committee and the trust of the Central Committee.

Dear all comrades!

The road ahead for Ninh Binh province after the merger of provincial and communal administrative units, and the reorganization and consolidation of the organizational apparatus will have many favorable opportunities but also many difficulties and challenges. I call for solidarity, joint efforts, consensus and determination of the cadres, party members and all people to build a clean and strong Party organization and political system, promote and effectively exploit the new potentials and advantages of the province, realize the goal of building and developing Ninh Binh into a growth pole of the Red River Delta; become a centrally-run city before 2035. Strive to make Ninh Binh a civilized, modern city with a green and sustainable economic model, with its own identity, on par with famous heritage cities; a creative city of the country and the world, making worthy contributions to the cause of innovation, integration and development of the country.

The immediate and most important task is to stabilize the organization and apparatus of the political system after the merger of provincial and communal administrative units, especially the smooth operation of the two-level government apparatus, ensuring continuity and efficiency in leadership, direction, and administration, maintaining discipline, and serving the people and businesses well. Directing the good organization of Party Congresses at all levels towards the successful organization of the Ninh Binh Provincial Party Congress for the 2025-2030 term.

At the ceremony to announce the Resolutions and Decisions of the Central Committee on merging the three provinces of Ha Nam, Nam Dinh, and Ninh Binh into the new Ninh Binh province, today the Party Committee, Government, and People of the province were very happy and excited to receive the flower baskets from the Central Executive Committee of the Party, the National Assembly, the Government, and the Central Committee of the Vietnam Fatherland Front. On behalf of the Party Committee, Government, and People of Ninh Binh province, we would like to express our sincere thanks for the affection that the Central Executive Committee of the Party, the National Assembly, the Government, and the Central Committee of the Vietnam Fatherland Front have given to the Party Committee, Government, and People of Ninh Binh province.

In the coming time, Ninh Binh Province hopes and requests to continue to receive the attention, regular leadership and direction of the Central Government, the effective coordination and support of the Central Committees, ministries, branches and other localities. This is a great source of motivation for the Party Committee, Government and People in the province to confidently carry out the political, socio-economic, national defense and security goals and tasks in the new period.
