Owners of 278 electric cars in Cua Lo worry about having to stop operating

Cua Lo has no road with a maximum speed of 30km/h.

The pilot project of electric cars operating to serve passengers in the old town of Cua Lo was allowed by the Prime Minister to operate on a pilot basis since 2011 and was approved by the People's Committee of Nghe An province.

Since then, the People's Committee of Cua Lo town (old) has implemented operations in accordance with regulations, the number of vehicles allowed to operate is currently 278 vehicles.

This summer, Cua Lo ward is bustling with thousands of tourists coming to visit and relax every day. However, behind the bustling atmosphere is the worry of hundreds of households operating tourist electric cars - a familiar means of transport for tourists, now facing the risk of having to stop operating due to infrastructure problems.

According to Decree 165/2024, "From February 15, 2025, for 4-wheeled motor vehicles, they will only operate on roads with signs indicating a maximum operating speed of 30km/h applicable to all vehicles participating in traffic."

Meanwhile, on the routes where 4-wheeled motor vehicles are allowed to circulate in the old town of Cua Lo, synchronous investment and construction have been made, with a maximum speed design of 50km/h for motor vehicles, and no route has a maximum operating speed of 30km/h for all types of vehicles participating in traffic.

Mr. Phan Thanh Hop - 49 years old, living in Cua Lo ward - said he was very worried when there was information about banning electric vehicles on roads with speed limit signs under 30km/h. In 2023, Mr. Hop's family borrowed 300 million VND to buy a new electric vehicle, in accordance with the requirements of the government of Cua Lo town (old).

"After two years of running the service, my family still has not been able to pay off the debt. Today, hearing the news about the ban on electric vehicles, I am extremely worried. Without income from electric vehicles, our family will face many difficulties," said Mr. Hop.

What is the solution for electric tourist cars to operate?

Mr. Nguyen Tien Loi - Chairman of the Electric Vehicle Association of Nghi Thuy Ward (old) - said that currently the application of Decree 165/2024 in Cua Lo still faces many difficulties, the internal roads of Cua Lo are not related to provincial roads or national highways.

If electric vehicles are banned, other forms of transportation such as motorbike taxis, taxis, and cyclos will operate more, making the traffic situation more complicated.

Mr. Loi proposed a plan to put up speed limit signs under 30km/h during the three peak tourist months, and not to put up signs during the remaining nine months to ensure safety and convenience for residents and tourists.

"Banning electric vehicles from operating in Cua Lo will make life difficult for many drivers. I hope that the authorities can create conditions for Cua Lo electric vehicles to continue operating," Mr. Loi shared.

In 2022 and 2023, electric vehicle operations in Cua Lo will pay more than 3 billion VND in business tax to the locality.

According to the People's Committee of Vinh City (old), the operation of 4-wheel electric vehicles carrying tourists in Cua Lo has created a friendly and stable environment for Cua Lo tourism to develop; created jobs for local children; solved the travel needs of tourists within Cua Lo; ensured safety for tourists when participating in traffic, had a meter to calculate fares according to regulations...

Mr. Nguyen Van Hung - Vice Chairman of Cua Lo Ward People's Committee - said that the ward has organized a meeting with electric vehicle management cooperatives and sent a document to superiors requesting consideration and removal of obstacles so that electric vehicle operations serving tourists can be stable, develop and comply with legal regulations.

On July 3, Mr. Hoang Phu Hien - Vice Chairman of Nghe An Provincial People's Committee - signed an official dispatch proposing a number of contents related to the operation of 4-wheeled motor vehicles in Cua Lo ward and surrounding areas to the Department of Construction, Provincial Police and Cua Lo Ward People's Committee.

Nghe An Provincial People's Committee assigned the Department of Construction to preside over and coordinate with the Provincial Police, relevant departments, branches, units and Cua Lo Ward People's Committee to study and consider handling according to their authority or to advise and propose, in which specifically determine the role and necessity of the operation of 4-wheeled vehicles with engines, the specific traffic situation and the impact on local tourism activities, refer to the practices of similar provinces to have solutions to remove obstacles...
