As analysts predicted, the talks at the Kremlin witnessed specific discussions on substantive cooperation between Vietnam and Russia in new fields, in addition to the traditional fields of energy and oil and gas.
Major orientations for bilateral relations
At the talks, according to information from the Ministry of Foreign Affairs , the two leaders emphasized the significance of this visit and the solid foundation of bilateral relations that have stood the test of time.
Assessing that bilateral relations have had positive developments in recent times after the COVID-19 pandemic, the two leaders agreed to create new, substantive, and effective developments in the fields of science and technology , nuclear energy, biotechnology, semiconductor industry, and digital and information infrastructure development.
In addition, the two sides agreed to promote the implementation of joint scientific research projects on the basis of agreements signed between the two countries.
In the fields of defense, security and military technology, the two sides agreed to further deepen bilateral cooperation, jointly respond to non-traditional security challenges, cyber security, and prevent high-tech crimes on the basis of international law and international practices.
On this occasion, Vietnam and Russia issued a joint statement on major orientations of the Vietnam-Russia Comprehensive Strategic Partnership in the new era of cooperation. The joint statement highly appreciated the important achievements of the bilateral relationship, affirmed the principles and set out major orientations to promote and strengthen cooperation and develop bilateral relations.
Also during the General Secretary's visit, ministries and sectors of the two countries signed more than 20 documents and cooperation agreements, thereby strengthening the legal basis for promoting bilateral relations in each specific field.
Looking forward to new iconic projects
In the past, the Vietsovpetro joint venture between Russia and Vietnam was considered a symbol of the two countries' cooperation in oil and gas development. In scientific research, the two sides have the Vietnam - Russia Tropical Center and recently the Nuclear Science and Technology Research Center project (planned to be located in Dong Nai province).
Speaking to Tuoi Tre , Prof. Dr. Artem Lukin and Master Danil Ukhalov (Far Eastern Federal University, Russia) said that Russia-Vietnam relations are entering a new phase and the talks between the two leaders took place in the context of the two countries celebrating many extremely important historical events. Therefore, the talks have high symbolic significance and are very special.
Assessing General Secretary To Lam's recent determination in policies, the two men agreed that the leader of the Communist Party of Vietnam has shown his readiness to carry out reforms for the country to further develop.
A recent example is his personal visit to the Ninh Thuan nuclear power plant construction site after the Vietnamese National Assembly was re-convened last year after years of stagnation.
Russia is very interested in this project and has repeatedly expressed its willingness to support Vietnam in developing not only the plant but also the nuclear industry with many applications in other fields.
Vietnam's ongoing streamlining of administrative decentralization also reflects the country's new development stage. High-speed railway construction projects, information technology applications, or "digital transformation of the country" also open up potential for cooperation between Russia and Vietnam, because these are areas where Russia has strengths and Vietnam has needs.
With independence and autonomy in foreign policy, Russian analysts believe that in the future there will soon be new symbolic "Russia-Vietnam projects", representing the development level of each country and reflecting the affection and friendship of bilateral relations after this visit by General Secretary To Lam.
As part of his official visit to Russia, on May 10, General Secretary To Lam met with Chairman of the Russian State Duma Vyacheslav Volodin. He also visited and delivered a policy speech at the Russian Presidential Academy of Public Administration and National Economy (RANEPA).
At the academy, the General Secretary emphasized that building a nuclear power plant is a high priority for Vietnam at present.
Therefore, Vietnam attaches special importance to strengthening cooperation in the field of atomic energy, especially effectively implementing the project to build a Center for Nuclear Science and Technology Research in Vietnam.
On this occasion, RANEPA Rector Alexey Gennadievich Komissarov awarded General Secretary To Lam the title of "Honorary Professor" of the academy.
He also presented the General Secretary with a copy of the thesis "Activities of the Communist Party of Vietnam to strengthen relations with the masses in the current period (based on the experience of the Communist Party of the Soviet Union)", by the late General Secretary Nguyen Phu Trong, defended in 1983.
