According to the resolution, for publiceducational institutions, preschool children, primary school students, and students of general education programs in public educational institutions are exempted from all tuition fees by the State. Meanwhile, preschool children and primary school students studying at private educational institutions are partially supported by the State to pay tuition fees. The level of support is decided by the People's Council of the province or centrally-run city, based on the tuition fee framework prescribed by the Government, but must not exceed the tuition fee level of private educational institutions.
Thus, in addition to exempting tuition fees in public educational institutions, the State will support tuition fees for both preschool children and primary and secondary school students at private and non-public educational institutions to ensure access to education, demonstrate the superiority of the regime and implement a unified and fair policy for learners; encourage the development of non-public education, and enhance the socialization of education.
Immediately after receiving official information about tuition exemption and support from the 2025-2026 school year, Ms. Mai Thi Nhung, residing in Dai Dong commune, Dong Anh district, currently a worker in Bac Thang Long industrial park (Hanoi) happily said that her family has two children of school age, one is a first-year student, the other will enter 8th grade in the 2025-2026 school year.
She is one of the poor families in the locality, because seven years ago, after the divorce, she raised two children alone with many pressures of life and economy . Although living in an inner-city district of Hanoi, Mr. Bui Anh Tuan's family (Cat Linh ward, Dong Da district) often faces economic pressure every month when it comes to paying tuition for their children, especially in the past three years, when his two children entered junior high school with many expenses. To have money to pay for housing and tuition, Mr. Tuan has recently increased his Grab driving time from 8 hours to 12 hours per day, hoping to have more income to pay for his children's tuition. Teacher Tran Thu Hang, Principal of Dai Dong Kindergarten (Yen Binh District, Yen Bai Province) said that the school where she works is located in a mountainous commune with many ethnic minority children and economic difficulties. According to regulations, in the past, the state only exempted tuition fees for students from poor and near-poor households, reduced tuition fees for children of war invalids and policy families, while the remaining children in difficult circumstances who are not among the above subjects are really difficult to solve. Therefore, recently, the school has proactively coordinated with businesses in the ward and the Women's Union of Hoang Mai district to give scholarships equivalent to the school year's tuition fees to students.
