To get to the center of Chieng Hoa commune, it took us more than 1 hour to travel by motorbike and wait for the ferry. This season, the Da River is high and flows rapidly. Also because the road is interrupted by this ferry, the journey to Chieng Hoa is more difficult, especially for people in the highlands, with a fee of 20,000 VND/trip for motorbikes; from 150,000 to 200,000 VND/trip for cars, a significant expense for people's lives; many inter-village roads are still dirt roads, rough and rocky, this is a big barrier for Chieng Hoa.
Sharing with us, Mr. Cu A Dang, Chairman of the People's Committee of Chieng Hoa commune, said: The vast terrain, high mountains, scattered population, and difficult transportation are big challenges. The commune has determined that it must transform production to escape poverty sustainably. It has mobilized people to gradually convert ineffective upland rice, corn, and cassava land to fruit trees and elephant grass for raising large livestock. People have become bolder and more willing to learn new ways of doing things.
Up to now, the people of Chieng Hoa commune are focusing on intensive cultivation of 4,687 hectares of food crops; nearly 800 hectares of fruit trees; 800 hectares of hawthorn; 168 hectares of medicinal plants. The total herd of livestock and poultry is more than 74,000. Many models bring in an income of over 100 million VND/year, which was a distant dream a few years ago. People's lives have improved, the multidimensional poverty rate is about 28.9%.
In Ta village, there are 125 households that used to only grow corn and cassava, but now know how to grow fruit trees and economic forests. Mr. Tong Van Thuong, Party cell secretary and village head, said: People have switched to growing 30 hectares of teak; nearly 20 hectares of mango and longan; nearly 20 hectares of rice; livestock farming has developed towards commodities, with more than 2,700 cattle and poultry. Currently, the village has only 5 poor households and 2 near-poor households. People's lives are improving day by day.
Tao Van Moi village, 23 km from the commune center, only 12 km of which is concreted, the rest is still dirt road. Overcoming difficulties, the people here are actively learning, developing the economy, and increasing income. Typically, the medicinal herb and livestock farming model of Mr. Mua A Nenh's family is a "bright spot", opening a way for households to rise up. Mr. Nenh shared: In 2012, the family planted more than 3 hectares of cardamom under the forest canopy. This year's crop is expected to yield nearly 10 tons of fresh fruit, earning nearly 200 million VND. In addition, the family also invested in building barns to raise 4 buffaloes and cows, and nearly 10 pigs/batch. Thanks to raising and growing cardamom, my family escaped poverty, built a spacious house, and took care of our children's education.
Not only developing production, Chieng Hoa commune also mobilizes resources to invest in infrastructure to create momentum to promote the economy. In the period of 2020-2025, from programs and projects, the commune has invested about 200 billion VND, building and upgrading nearly 60 electricity works, roads, schools, cultural houses, domestic water, irrigation works, etc. The commune has also mobilized more than 3.4 billion VND from socialization to build classrooms, cultural houses, and internal roads. Mass organizations promote the emulation movements "Good farmers in production and business", "Women helping each other to develop the economy", "Young people to establish themselves and start a business". The total outstanding loan balance entrusted through banks is over 70 billion VND, helping hundreds of households borrow capital to develop the economy.
Sharing about the way out of poverty, Mr. Cu A Dang, Chairman of the Commune People's Committee, is optimistic that: In the coming time, the commune will focus on developing forestry trees, mainly teak trees, which both bring high economic value and protect the forest. Expand the area of fruit trees, develop large-scale livestock farming in the direction of confinement, breed improvement; encourage the cultivation of medicinal herbs under the forest canopy; promote preliminary processing and processing of agricultural products, support product branding. Strive to increase per capita income by 10-12% compared to 2025 by 2030; no more poor households; achieve 10/19 new rural criteria; 8 villages meet new rural standards, of which 3 are model villages in production, 3 are model villages in culture.
Saying goodbye to Chieng Hoa, on Highway 279D, groups of workers are busy completing construction items; on the hillside, the green of teak forests and fruit gardens stretch out. Believing that, with the determination and desire for change, the Party Committee, government and people of Chieng Hoa will continue to write the story of strong growth, so that one day in the not too distant future, this place will no longer be a particularly difficult commune, but will become a prosperous and prosperous countryside.
