Ninh Thuan province's PAPI index ranks in the top 5 nationwide.

In 2024, the Provincial Governance and Public Administration Performance Index (PAPI) of Ninh Thuan province reached 45.7323 points (2.2527 points higher than the national average), among the highest provinces, ranked 5/63 provinces and cities. This result shows the province's determination and efforts in improving the management and operation efficiency of authorities at all levels, which has been recognized and highly appreciated by people and businesses.

Maintain the increase

Recognizing the importance of improving the effectiveness of governance and public administration in socio -economic development, in recent years, the province has proposed many solutions to improve the PAPI Index. Accordingly, the province has established a Steering Committee to implement the program to promote administrative reform (AR), improve the investment and business environment; issue a resolution on administrative procedure reform (AP), improve provincial competitiveness and increase investment attraction in the province. Direct the implementation of minimizing the time to handle administrative procedures on public investment and non-budgetary investment; deploy solutions to improve the business environment, enhance competitiveness; strengthen budget management; promote disbursement of public investment capital; develop a synchronous and modern infrastructure system, creating momentum for economic growth; improve administrative discipline and order; focus on building and developing e-government and digital government. Agencies, units and members of the Steering Committee always uphold the spirit of responsibility, solidarity, unity, innovate leadership, direction and administration methods, promote democracy; strengthen discipline and administrative discipline, improve the effectiveness and efficiency of direction, administration and operations of the government apparatus at all levels with the motto "clear people, clear work, clear results, clear time, clear responsibilities". In addition, promote propaganda to improve people's understanding of important policies and laws related to citizens; create conditions for people to proactively participate fully in the decision-making process and supervise projects and public works in the locality.

With the participation of the entire political system, the results of the 8 component content axes of the 2024 PAPI Index of Ninh Thuan province continue to change positively. In terms of scores, 4/8 content axes increased in points (accountability to the people; control of corruption in the public sector; environmental governance; e-governance). In terms of rankings, 2/8 content axes increased in rank (accountability to the people; e-governance). In terms of ranking groups, 6/8 content axes belong to the highest provincial group (publicity, transparency; accountability to the people; control of corruption in the public sector; public administrative procedures; provision of public services; environmental governance) and 2/8 content axes belong to the high-average provincial group (participation of people at the grassroots level; e-governance). Regarding the 28 component criteria in the 8 content axes: 16/28 component criteria increased in points compared to 2023.

In addition to the positive results, there are still 4/8 content axes that have decreased in score compared to 2024 (participation of people at the grassroots level; publicity and transparency; public administrative procedures; provision of public services); 11/28 component criteria have decreased in score compared to 2023 (the effectiveness of all levels of government in disseminating people's right to know has not been highly appreciated; the rate of people receiving policy and legal information from local authorities tends to decrease; publicity and transparency of commune-level budgets tends to decrease; publicity of planning, land use plans and land price frames tends to decrease; people's assessment of health andeducation service infrastructure tends to decrease; air quality has decreased compared to before). In terms of ranking, there are still 5/8 content axes that have decreased in rank (participation of people at the grassroots level; publicity and transparency; control of corruption in the public sector; control of corruption in the public sector; public administrative procedures).

Striving for Top 5

Promoting the achieved results, in 2025, the province will continue to strive to maintain the province's PAPI Index increasing by 0.2677 points or more. Accordingly, the PAPI score in 2025 will reach 46.00 points/80 maximum points. The province's PAPI Index will continue to be in the top 10 provinces and cities; strive to maintain in the top 5 if conditions are met.

To achieve the above goals, in addition to the tasks and solutions set out in Resolution No. 05/NQ-TU dated September 28, 2021 of the Standing Committee of the Ninh Thuan Provincial Party Committee on promoting administrative reform in the province by 2025, the Chairman of the Provincial People's Committee requested relevant agencies and units to step up propaganda work to all cadres, civil servants, public employees and people about the PAPI Index; continue to effectively implement leadership and direction documents of the Central Government and the province on administrative reform, strengthen discipline and administrative discipline, improve the quality of public service performance associated with administrative reform in the province, raise the sense of responsibility and exemplary behavior of cadres, civil servants and public employees, creating a clear change in the performance of assigned duties and tasks.

Along with that, the agencies assigned to be in charge of the content index criteria of the PAPI Index must develop a plan to overcome the content axes and content index criteria that have decreased scores in 2024; set out specific tasks, especially coordination with relevant agencies and units to effectively implement the criteria under their assigned responsibilities. The results of implementing the improvement of the index criteria are considered one of the criteria for considering and evaluating the responsibility of the head.

Propose that the Provincial Vietnam Fatherland Front Committee develop a plan to coordinate and synchronously implement many tasks, the PAPI Program of the United Nations Development Program (UNDP) in Vietnam and the Central Committee of the Vietnam Fatherland Front to improve and enhance the PAPI Index of the province. Strengthen the role and responsibility of agencies, units and localities in improving the effectiveness and efficiency of state management, taking people as the center of service, especially at the grassroots level. Strengthen the responsibility of leaders in administrative reform, in inspecting and supervising civil servants under their authority; thoroughly grasp and implement the strict observance of discipline and administrative discipline, promote the sense of responsibility in performing tasks and public duties of cadres, civil servants and public employees. Innovate and promote the effectiveness of the Provincial Public Administration Service Center, the local receiving and returning results department; increase the rate of online public service implementation, be ready to serve, create favorable conditions, ensure satisfaction for organizations and individuals.
