In Nhon Hai commune (Ninh Hai), one of the driest areas of the province due to its location at the end of the canal, it often faces drought and lack of water for production in the dry season. Although many places in the province have had early rain in the past few days, Ong Kinh lake is still dry. Currently, the ADB8 pipeline has been installed but water has not yet arrived due to land clearance problems in some sections. Mr. Nguyen Anh Dung, a resident of My Tuong 1 village, Nhon Hai commune, said: This area often suffers from local drought due to unstable water sources for production. Lack of water makes production and daily life very difficult for people, and the cost of finding water sources is also high. In the dry season, any house that can drill for water can do it, otherwise they have to leave the land fallow. When hearing the news that the State is investing in the project, people are very happy, hoping that the project will be completed soon so that people can have water for production soon.
According to the Provincial Land Fund Development and Investment Project Management Board, the ADB8 Project has a total investment of VND832.79 billion. Of which, the loan from the Asian Development Bank (ADB) accounts for VND687.46 billion and the counterpart capital is VND145.32 billion. The project includes two main sub-projects: Sub-project 1 - Irrigation development for high-tech agriculture Thanh Son - Phuoc Nhon and Sub-project 2 - Irrigation development for high-tech agriculture Nhon Hai - Thanh Hai. The project is divided into four construction packages. Specifically, NT-W-01 package has reached 73% of the volume; NT-W-02 package has reached 85%; NT-W-03 package has reached 85% and NT-W-04 package has reached 85%. The total value of the implemented volume is estimated at about 82% of the total contract value. Contractors are focusing on purchasing and installing valve and meter equipment, and are expected to complete the project in June 2025, according to the direction of the Provincial Party Committee in Notice No. 831-TB/TU dated March 25, 2025.
Mr. Le Xuan Toan, Deputy Head of the Provincial Land Fund Development and Investment Project Management Board, said: Construction is carried out under extremely difficult conditions because the canal is long, and the items run along many areas of land owned by the people. However, up to now, Sub-project No. 2 has basically completed key locations. The construction of the culvert across the railway, the culvert across the national highway has been completed, and the total length of pipeline No. 3 bringing water to Nhon Hai and Thanh Hai communes is 9,571m, of which 9,453m has been constructed, with only 118m remaining. According to the contract and construction schedule, by June 30, 2025, this pipeline will ensure water supply for people's production, supplying water to about 4,500 hectares of agricultural land in drought-prone areas.
Although the construction progress has achieved positive results, compensation and site clearance work is still a worrying bottleneck, directly affecting the completion of the entire route. Up to now, the People's Committees of the districts have approved detailed compensation plans for 833/855 households; paid money to 791/855 households (the procedures for transferring funds and arranging payment schedules for the remaining 40 households are in progress), corresponding to the recovery and receipt of cleared land of 65.39ha/69.39ha (rate of 92.5%). However, there are still 22 affected households in both sub-projects waiting for compensation plan approval. Of which, Ninh Son district has 18 households in the process of posting compensation plans, some households have requested to split plots and recover additional land, currently waiting for appraisal and approval of compensation plans. In addition, during the construction process, the route must be adjusted, so additional recovered areas must be added. Because some locations have not yet handed over the land, this situation has created "leopard skin" sections of the route, making it impossible to construct synchronously, directly affecting the progress of project items.
Bac Ai District has now presented compensation plans to 2 households; these households have been paid 70% in advance according to the draft compensation plan and have handed over the land. Ninh Hai District has 2 remaining cases that are supplementing their records to serve as a basis for assessing eligibility or ineligibility for compensation for land and assets on land as well as support payments. In addition, there are 4 electricity poles of Ninh Thuan Electricity Company on the route that have not yet been relocated, directly affecting the construction progress of pipeline and channel items.
In order to remove difficulties and obstacles, urge the project to speed up progress, recently, comrade Trinh Minh Hoang, Vice Chairman of the Provincial People's Committee inspected, assessed the implementation situation and directed the removal of difficulties and obstacles at the ADB8 Project. Speaking at the construction site, the Vice Chairman of the Provincial People's Committee requested the sectors, units and localities to promote the sense of responsibility of leaders and heads; closely follow the grassroots, directly grasp the actual situation to direct the removal and resolution of each problem thoroughly, resolutely and effectively. Actively mobilize people to clearly understand the value and purpose of the project, especially the value of long-term benefits for production, providing irrigation water for drought-stricken areas, increasing land use efficiency, and expanding irrigated areas. In addition, sectors and localities need to review the State's policies and regulations to consider supporting job conversion for people affected by land acquisition. At the same time, promptly survey and flexibly establish unit prices for crops not included in the current price list, as a basis for timely appraisal and approval.
ADB8 Project is not only a simple irrigation project but also an important driving force contributing to promoting production development and reservoir connection for the northern region of the province. When completed, it will maximize the efficiency of water resources from the Tan My irrigation system to irrigate nearly 4,500 hectares of agricultural land, contributing to changing the crop structure, improving people's lives and promoting sustainable economic development.
